India AIP Submarine Deal: The Indian Navy is going to finalize one of its largest submarine projects in the next few months. India will purchase six new advances submarines under project-75 India i.e. P-75I costing around Rs 70 thousand crore. This deal is being done in time when Pakistan is rapidly strengthening its underwater fleet. Pakistan’s recent newest with China’s help Hangor Class AIP is incorporating submarines, while Indian Navy does not have a single operational AIP submarine yet. While the Indian Navy is also preparing to set up indigenous air-independent props (AIP) systems in its Calvary Class submarine INS Khandari, which will be completed by the end of this year.

The procedure associated with the project has now reached the final stage, according to the defence sources. This month is expected to get approval from Inter-Ministerial Group. It can then be knocked on the contract by September.

Government Company of Mumbai in this project Mozilla Dock Shipbuilders Limited i.e. MDL will be the Indian Strategic Partner. Germany’s company Thessenkrup Marine Systems i.e. TKMS will work together.

एआईपी तकनीक आधुनिक डीजल-इलेक्ट्रिक पनडुब्बियों की सबसे अहम क्षमता मानी जाती है। सामान्य पनडुब्बियों को बैटरियां चार्ज करने के लिए कुछ समय बाद समुद्र की सतह के करीब आना पड़ता है या स्नॉर्कल इस्तेमाल करना पड़ता है। इस दौरान दुश्मन के रडार और सेंसर उन्हें पकड़ सकते हैं।

सात साल बाद मिलेगी पहली पनडुब्बी

योजना के मुताबिक समझौते पर हस्ताक्षर होने के करीब सात साल बाद पहली पनडुब्बी नौसेना को मिलेगी। इसके बाद हर साल एक नई पनडुब्बी की डिलीवरी की जाएगी।

सरकार ने इस परियोजना में स्वदेशीकरण पर भी बड़ा जोर दिया है। पहली पनडुब्बी में कम से कम 45 प्रतिशत भारतीय उपकरण और सिस्टम होंगे। छठी पनडुब्बी तक यह हिस्सा बढ़ाकर 60 प्रतिशत किया जाएगा।

भारत के सामने बड़ी चुनौती

चीन की मदद से तेजी से आगे बढ़ रहा पाकिस्तान

दूसरी तरफ पाकिस्तान तेजी से अपनी अंडरवॉटर ताकत बढ़ा रहा है। 30 अप्रैल 2025 को पाकिस्तान ने चीन में बनी अपनी चौथी एआईपी क्षमता वाली पनडुब्बी को शामिल किया था।

यह हंगोर क्लास पनडुब्बी कार्यक्रम का हिस्सा है। पाकिस्तान कुल आठ हंगोर क्लास पनडुब्बियां चीन की मदद से बना रहा है।

रक्षा सूत्रों के मुताबिक अगले कुछ सालों में पाकिस्तान के पास 11 तक एआईपी पनडुब्बियां हो सकती हैं। इससे उसे लंबे समय तक समुद्र में छिपे रहने की क्षमता मिल जाएगी।

डीआरडीओ भी बना रहा स्वदेशी एआईपी सिस्टम

भारत केवल विदेशी तकनीक पर निर्भर नहीं रहना चाहता। रक्षा अनुसंधान एवं विकास संगठन यानी डीआरडीओ भी स्वदेशी एआईपी सिस्टम विकसित कर रहा है।

सूत्रों के मुताबिक यह सिस्टम अगले महीने जून तक तैयार हो सकता है। इसे भारतीय नौसेना की कलवरी क्लास पनडुब्बी आईएनएस खंडेरी में लगाया जाएगा।

आईएनएस खंडेरी, कलवरी क्लास की दूसरी पनडुब्बी है। इसे रखरखाव के दौरान एआईपी मॉड्यूल से लैस किया जाएगा।

हालांकि इस परियोजना में पहले भी देरी हो चुकी है। शुरुआत में योजना थी कि आईएनएस कलवरी में ही एआईपी लगाया जाएगा, लेकिन सिस्टम समय पर तैयार नहीं हो पाया। इसी वजह से कलवरी का रिफिट बिना एआईपी के पूरा किया गया।

कलवरी क्लास बनी नौसेना की रीढ़

भारतीय नौसेना की कलवरी क्लास पनडुब्बियां फिलहाल देश की सबसे अहम पारंपरिक अंडरवॉटर ताकत मानी जाती हैं। इन्हें फ्रांस की नेवल ग्रुप की तकनीकी मदद से मझगांव डॉक में बनाया गया है।

इन्हें अंतरराष्ट्रीय स्तर पर स्कॉर्पीन क्लास के नाम से भी जाना जाता है। पिछले कुछ वर्षों में यह परियोजना भारत की घरेलू पनडुब्बी निर्माण क्षमता बढ़ाने में अहम साबित हुई है।

हिंद महासागर में बढ़ रही चीन की मौजूदगी

भारत की चिंता केवल पाकिस्तान तक सीमित नहीं है। चीन की पीपुल्स लिबरेशन आर्मी नेवी यानी पीएलए नेवी भी हिंद महासागर क्षेत्र में तेजी से अपनी मौजूदगी बढ़ा रही है।

रिपोर्ट्स के मुताबिक चीन के पास इस समय करीब 355 युद्धपोत और पनडुब्बियां हैं। 2025 तक उसके पास 65 पनडुब्बियां होने का अनुमान है। 2035 तक यह संख्या 80 तक पहुंच सकती है।

चीन लगातार हिंद महासागर क्षेत्र में अपने जहाज, सर्विलांस प्लेटफॉर्म और पनडुब्बियां भेज रहा है। भारत इसे अपनी रणनीतिक चुनौती के तौर पर देख रहा है।

इसी वजह से भारतीय नौसेना अपनी कुल ताकत बढ़ाने की योजना पर काम कर रही है। फिलहाल नौसेना के पास 130 से ज्यादा युद्धपोत और पनडुब्बियां हैं। लक्ष्य अगले पांच वर्षों में इसे बढ़ाकर 170 से 175 तक पहुंचाने का है।

दुनिया के कई देशों के पास है एआईपी तकनीक

आज दुनिया की ज्यादातर आधुनिक पारंपरिक पनडुब्बियों में एआईपी तकनीक इस्तेमाल हो रही है। जर्मनी, फ्रांस, स्वीडन, जापान, दक्षिण कोरिया और चीन जैसे देशों के पास पहले से ऑपरेशनल एआईपी सिस्टम हैं।

भारत फिलहाल इस तकनीक में पीछे माना जाता है। यही वजह है कि शुरुआती चरण में उसे विदेशी साझेदार की जरूरत पड़ रही है।

Why is it going to be late

वायु सेना ने कुछ मैंडेटरी ऑपरेशनल स्टैंडर्ड्स तय किए हैं। इनमें मिसाइल फायरिंग ट्रायल, एईएसए रडार का इलेक्ट्रॉनिक वॉरफेयर सिस्टम के साथ इंटीग्रेशन और पूरे हथियार पैकेज की फुल टेस्टिंग शामिल है।

सूत्रों का कहना है कि जब तक इन सभी स्टैंडर्ड्स की सफल टेस्टिंग नहीं हो जाती, तब तक विमान को औपचारिक रूप से वायु सेना में शामिल नहीं किया जाएगा।

हालांकि वायु सेना ने एचएएल को कुछ अनुबंधीय शर्तों में राहत भी दी है, लेकिन अनिवार्य तकनीकी जरूरतों को पूरा करना अभी भी जरूरी है।

बता दें कि तेजस मार्क-1ए भारतीय वायु सेना के पुराने MIG-21 विमानों की जगह लेने के लिए डेवलप किया जा रहा है। यह मूल तेजस मार्क-1 का ज्यादा एडवांस और घातक वर्जन है।

इस विमान में एक्टिव इलेक्ट्रॉनिकली स्कैन्ड एरे यानी एईएसए रडार लगाया जा रहा है। यह रडार एक साथ कई टारगेट्स को ट्रैक कर सकता है और लंबी दूरी पर दुश्मन के विमानों का पता लगाने में सक्षम है।

विमान में नया इलेक्ट्रॉनिक वॉरफेयर सूट भी लगाया गया है, जो दुश्मन के रडार और मिसाइलों से बचाव में मदद करेगा। इसके अलावा यह बियॉन्ड विजुअल रेंज यानी बीवीआर मिसाइल से भी लैस है।

तेजस मार्क-1ए को इस तरह डिजाइन किया गया है कि उसकी मेंटेनेंस जरूरतें कम हों और ऑपरेशनल उपलब्धता ज्यादा रहे। यानी ज्यादा विमान कम समय में उड़ान भर सकेंगे। (Tejas Mk-1A Delivery Delay)

कब से लगेगा उत्तम रडार

फिलहाल 83 तेजस मार्क-1ए विमानों के मौजूदा ऑर्डर में शुरुआती विमानों में इजरायल का ईएलएम-2052 एईएसए रडार लगाया जाएगा। सूत्रों के मुताबिक स्वदेशी “उत्तम” रडार अभी डीआरडीओ के कंट्रोल में है और एचएएल केवल प्रोडक्शन एजेंसी की भूमिका निभा रहा है।

सूत्रों के मुताबिक 83 विमानों के ऑर्डर में 41वें विमान से उत्तम रडार को शामिल किया जाएगा। इसके बाद दूसरे बैच के 97 विमानों में 2027 से नया गैलियम नाइट्राइड आधारित एडवांस उत्तम रडार लगाया जाएगा।

सूत्रों ने बताया कि स्वदेशी उत्तम एईएसए रडार की पहली खेप में करीब 33 रडार भारतीय वायु सेना को 2026 से मिलना शुरू होंगे। इन रडारों को तेजस मार्क-1ए फाइटर जेट में लगाने की तैयारी की जा रही है।

सूत्रों का कहना है कि इस रडार में 912 ट्रांसमिट-रिसीव मॉड्यूल होंगे और यह 150 किलोमीटर से ज्यादा दूरी पर फाइटर जेट को ट्रैक कर सकेगा। (Tejas Mk-1A Delivery Delay)

ट्रायल और सॉफ्टवेयर ट्यूनिंग जारी

एचएएल के मुताबिक विमान में केवल हार्डवेयर नहीं बल्कि कई सॉफ्टवेयर और मिशन सिस्टम सुधार भी किए जा रहे हैं। कंपनी फिलहाल फ्लाइट पैरामीटर वैलिडेशन, सिस्टम इंटीग्रेशन और मिशन सॉफ्टवेयर ट्यूनिंग पर काम कर रही है।

इसका मकसद यह सुनिश्चित करना है कि जब विमान भारतीय वायु सेना में शामिल हो तो उसे तुरंत ऑपरेशनल रोल में इस्तेमाल किया जा सके।

पांच विमान तैयार लेकिन मंजूरी बाकी

फरवरी में एचएएल ने दावा किया था कि पांच तेजस मार्क-1ए विमान डिलीवरी के लिए तैयार हैं। कंपनी ने कहा था कि इन विमानों में अधिकांश जरूरी क्षमताएं शामिल कर दी गई हैं।

हालांकि रक्षा सूत्रों का कहना है कि अभी सभी जरूरी सर्टिफिकेशन पूरे नहीं हुए हैं। कुछ जरूरी क्लियरेंस और तकनीकी मंजूरियां अभी बाकी हैं।

यही वजह है कि वायु सेना अंतिम मंजूरी देने से पहले सभी ट्रायल्स और टेस्टिंग्स की समीक्षा करना चाहती है।

वायु सेना के लिए क्यों जरूरी है तेजस

भारतीय वायु सेना इस समय स्क्वाड्रन की कमी का सामना कर रही है। वायु सेना की स्वीकृत ताकत 42.5 फाइटर स्क्वाड्रन की है, लेकिन वर्तमान में उसके पास करीब 29 स्क्वाड्रन ही हैं।

इससे पहले तेजस मार्क-1 के 30 से ज्यादा विमान भारतीय वायु सेना में शामिल हो चुके हैं। ये विमान फिलहाल दो स्क्वाड्रनों नंबर 45 फ्लाइंग डैगर्स और नंबर 18 फ्लाइंग बुलेट्स में ऑपरेशनल भूमिका में हैं।

ऐसे में तेजस मार्क-1ए को भविष्य की लड़ाकू क्षमता का अहम हिस्सा माना जा रहा है। वायु सेना ने कुल 180 तेजस मार्क-1ए विमानों का ऑर्डर दिया है।

अगर एचएएल की मौजूदा उत्पादन क्षमता को देखा जाए तो कंपनी सालाना लगभग 24 फाइटर जेट बना सकती है। ऐसे में पूरी डिलीवरी प्रक्रिया को पूरा होने में कई साल लग सकते हैं। (Tejas Mk-1A Delivery Delay)

नासिक लाइन से भी बढ़ेगा उत्पादन

एचएएल ने तेजस प्रोडक्शन के लिए बेंगलुरु के अलावा नासिक में भी नई असेंबली लाइन शुरू की है। पिछले साल अक्टूबर में नासिक में बने पहले तेजस मार्क-1ए विमान ने उड़ान भरी थी।

आखिर ‘अग्नि’ सिस्टम करेगा क्या?

‘अग्नि’ सिस्टम का मुख्य काम युद्ध जैसे हालात बनाकर अधिकारियों को ट्रेनिंग देना है। इसमें फाइटर पायलट, एयर डिफेंस कंट्रोलर और ग्राउंड वॉर प्लानर एक साथ अभ्यास करेंगे।

मान लीजिए दुश्मन का लड़ाकू विमान भारतीय सीमा की तरफ बढ़ रहा है। सिस्टम में रडार उसे पकड़ लेगा। कंट्रोलर स्क्रीन पर उसकी लोकेशन देखेगा। फिर वह फाइटर जेट को आदेश देगा। पायलट अपने कॉकपिट में बैठकर दुश्मन की तरफ जाएगा। मिसाइल लॉक होगी, Electronic Jamming शुरू होगी और नीचे बैठी ग्राउंड टीम पूरे ऑपरेशन को कंट्रोल करेगी। यह सब कुछ एक साथ नेटवर्क पर चलेगा।

चार हिस्सों में बंटा होगा पूरा सिस्टम

इस पूरे सिस्टम को चार बड़े सेक्शन में बांटा गया है। पहला हिस्सा फाइटर कंट्रोलर सेक्शन होगा। यही वह जगह होगी जहां Air Defense कंट्रोलर बैठकर दुश्मन के विमानों और मिसाइलों की निगरानी करेंगे। यहां बड़े पैनोरमिक डिस्प्ले लगाए जाएंगे जिन पर एक साथ हजार से ज्यादा ट्रैक्स दिखाई दे सकेंगे। इनमें फाइटर जेट, हेलीकॉप्टर, ड्रोन, ट्रांसपोर्ट एयरक्राफ्ट और मिसाइल शामिल होंगी।

अधिकारियों को यह भी ट्रेनिंग दी जाएगी कि किस स्थिति में कौन सा हथियार इस्तेमाल करना है और किस विमान को इंटरसेप्ट करना है। इलेक्ट्रॉनिक वारफेयर के हालात भी बनाए जाएंगे ताकि जामिंग और फेक सिग्नल जैसी स्थितियों से निपटने का अभ्यास हो सके। (IAF AGNI Simulator System)

असली लड़ाकू विमान जैसा कॉकपिट

अग्नि सिस्टम का दूसरा सबसे अहम हिस्सा एयरक्राफ्ट कॉकपिट सेक्शन होगा। यहां चार हाई-फिडेलिटी कॉकपिट बनाए जाएंगे। इनमें भारतीय वायु सेना के सुखोई-30 एमकेआई, मिराज-2000 या राफेल जैसे विमान का अनुभव मिलेगा। साथ ही विदेशी विमानों जैसे एफ-16, एफ-22 या चीन के जे-10 और जे-11 जैसे प्लेटफॉर्म भी सिमुलेट किए जाएंगे।

इन कॉकपिट में बैठने वाले पायलट को ऐसा महसूस होगा जैसे वह असली विमान उड़ा रहा हो। कंट्रोल स्टिक, थ्रॉटल, रडार, मिसाइल चेतावनी सिस्टम और हथियार नियंत्रण – सब कुछ वास्तविक विमान जैसा होगा। सीट हल्के झटकों और मूवमेंट के साथ काम करेगी ताकि टेकऑफ, मोड़ और मिसाइल लॉन्च जैसी स्थितियां असली लगें।

डॉगफाइट से लंबी दूरी की ट्रेनिंग

इस सिस्टम में “टू वर्सेस टू” एयर कॉम्बैट ट्रेनिंग भी होगी। मतलब दो विमान मिलकर दुश्मन के दो विमानों के खिलाफ लड़ाई का अभ्यास कर सकेंगे। इसके अलावा बियॉन्ड विजुअल रेंज यानी बीवीआर और विजुअल रेंज डॉगफाइट दोनों तरह के युद्ध अभ्यास होंगे।

पायलटों का सीधा संपर्क फाइटर कंट्रोलर से रहेगा। कंट्रोलर उन्हें रडार पर दिख रहे दुश्मन की जानकारी देंगे और पायलट उसी आधार पर कार्रवाई करेंगे। इससे टीमवर्क और रियल टाइम कोऑर्डिनेशन बेहतर होगा। (IAF AGNI Simulator System)

जमीन से लेकर समुद्र तक पूरा बैटलफील्ड होगा सिमुलेट

एजीएनआई सिस्टम का सबसे जटिल हिस्सा ग्राउंड एनवायरनमेंट सेक्शन माना जा रहा है। यहां थल सेना, नौसेना और वायु सेना तीनों से जुड़े प्लेटफॉर्म्स को एक साथ जोड़ा जाएगा।

आरएफपी डॉक्यूमेंट के मुताबिक इसमें टैंक, मिसाइल सिस्टम, रडार, ड्रोन, युद्धपोत, एयरक्राफ्ट कैरियर, सबमरीन और बैलिस्टिक मिसाइल डिफेंस सिस्टम तक को सिमुलेट किया जाएगा। 3डी इंटरैक्टिव स्क्रीन पर पूरा युद्धक्षेत्र दिखाई देगा। कौन सा रडार कितना क्षेत्र कवर कर रहा है, किस मिसाइल की रेंज कितनी है और कहां से हमला हो सकता है – सब कुछ लाइव दिखेगा।

यही नहीं, सिस्टम में धुआं, विस्फोट, मिसाइल ट्रेल और इलेक्ट्रॉनिक जैमिंग जैसे स्पेशल इफेक्ट्स भी होंगे ताकि अभ्यास बिल्कुल वास्तविक लगे। साथ ही, खराब मौसम और इलेक्ट्रॉनिक वॉरफेयर भी सिमुलेट किया जाएगा।

यानी बारिश, तूफान, धुंध, रडार जैमिंग, फर्जी सिग्नल और इलेक्ट्रॉनिक हमले जैसी स्थितियां भी बनाई जाएंगी। इससे अधिकारियों को वास्तविक युद्ध की कठिन परिस्थितियों की ट्रेनिंग मिलेगी। (IAF AGNI Simulator System)

इंस्ट्रक्टर पूरे युद्ध को करेंगे कंट्रोल

सिस्टम में अलग से सुपरवाइजर सेक्शन भी होगा। यहां बैठे इंस्ट्रक्टर किसी भी समय युद्ध की स्थिति बदल सकेंगे। वे अचानक दुश्मन के नए विमान जोड़ सकते हैं, नेटवर्क जामिंग कर सकते हैं या मौसम खराब कर सकते हैं।

पूरे अभ्यास की रिकॉर्डिंग भी होगी। बाद में वीडियो और ऑडियो रिकॉर्डिंग देखकर पायलटों और कंट्रोलरों की गलतियों का विश्लेषण किया जाएगा। (IAF AGNI Simulator System)

तीनों सेनाओं की संयुक्त ट्रेनिंग

इस सिस्टम की एक बड़ी खासियत यह भी होगी कि इसमें केवल वायु सेना ही नहीं, बल्कि थल सेना और नौसेना के अधिकारी भी ट्रेनिंग ले सकेंगे।

यानी भविष्य में तीनों सेनाएं एक साथ मल्टी डोमेन वॉरफेयर का अभ्यास कर सकेंगी। यह थिएटराइजेशन और जॉइंटनेस मॉडल के लिए भी अहम माना जा रहा है। (IAF AGNI Simulator System)

देना होगा मैलिशियस कोड न होने का प्रूफ

अग्नि के वेंडर को यह साबित करना होगा कि सिस्टम में कोई मैलिशियस कोड या साइबर खतरा नहीं है। सभी सॉफ्टवेयर और नेटवर्क पूरी तरह सुरक्षित होने चाहिए। कंपनियों को ओरिजिनल इक्विपमेंट मैन्युफैक्चरर यानी ओईएम सपोर्ट सर्टिफिकेट भी देना होगा। इसके लिए विशेष सुरक्षा जांच और सर्टिफिकेट जरूरी होंगे।

वायु सेना ने पूरे प्रोजेक्ट के लिए 365 दिन की समय सीमा तय की है। पहले चरण में फाइटर कंट्रोलर सेक्शन तैयार होगा। उसके बाद कॉकपिट सेक्शन लगाया जाएगा। सबसे आखिर में ग्राउंड एनवायरनमेंट सेक्शन को ऑपरेशनल किया जाएगा क्योंकि यह सबसे जटिल हिस्सा है।

अगर कोई कंपनी तय समय पर सिस्टम तैयार नहीं कर पाती तो उस पर जुर्माना लगाया जा सकता है। कॉन्ट्रैक्ट रद्द करने का अधिकार भी वायु सेना के पास रहेगा।

इसमें भविष्य में नए कॉकपिट, अतिरिक्त कंसोल और नए युद्ध परिदृश्य जोड़ने की सुविधा रखी गई है। सिस्टम को 20 साल तक अपग्रेड करने लायक बनाया जाएगा।

साथ ही ऑपरेटर और मेंटेनेंस ट्रेनिंग भी दी जाएगी ताकि लंबे समय तक इसका ऑपरेशन भारत में ही किया जा सके। यही वजह है कि इसे आत्मनिर्भर भारत अभियान से जोड़कर भी देखा जा रहा है। (IAF AGNI Simulator System)

India-UAE Defence Partnership

India-UAE Defence: Partnership India and UAE are now moving rapidly towards developing drones, missiles, ammunition, naval platforms, cyber defenses and advanced military technology. "Framwork for Strategic Defense Partnership" was officially finalized during the visit of Prime Minister Narendra Modi and UAE President Sheikh Mohammed bin Zayed Al Nahayan in Abu Dhabi on Friday.

This Agreement is India and UAE Being the biggest and most comprehensive step of far in the defence ties. The two countries under this new partnership will also work with Artificial Intelligence, Advance Weapons, Drone Technology, Cybersecurity, Special Operation, Training and Safe Communication Systems with the combined production of defence equipment.

According to the official information released on the Prime Minister’s Office, the framework includes several important areas such as Defence Industrial Cooperation, Innovation, Advance Technology, Joint Military Practice, Training, Education, Special Operation, Interoperability, Marytime Security, Cyber Defense and Information Exchange.

India-UAE Defence: Partnership started in January

Actually the foundation of this Agreement was fallen in January 2026, when the President of the UAE came to visit India. In the same time, both countries have stratagic Defence Partnership From a letter of intent i.e. LOI was signed. The same procedure was finalized in Abu Dhabi on Friday.

रक्षा सूत्रों के मुताबिक पिछले दो सालों में भारत और यूएई के बीच रक्षा उद्योग सहयोग को लेकर लगातार बातचीत चल रही थी। भारत-यूएई डिफेंस इंडस्ट्री कोऑपरेशन फोरम की पहली बैठक सितंबर 2024 में भारत में हुई थी। इसके बाद दूसरी बैठक 2025 में नई दिल्ली में आयोजित की गई थी।

इन बैठकों में यूएई की बड़ी डिफेंस कंपनी एज ग्रुप और भारत की सरकारी और निजी रक्षा कंपनियों ने हिस्सा लिया था। इसी दौरान संयुक्त उत्पादन, टेक्नोलॉजी ट्रांसफर और एडवांस सैन्य सिस्टम्स पर साझेदारी को लेकर चर्चा तेज हुई।

ड्रोन, मिसाइल और एआई पर रहेगा बड़ा फोकस

सूत्रों का कहना है कि भारत और यूएई अब संयुक्त रूप से हाई-टेक डिफेंस प्लेटफॉर्म्स बनाने पर ध्यान दे रहे हैं। इनमें अनमैन्ड एरियल व्हीकल यानी यूएवी, एडवांस मिसाइल सिस्टम्स, प्रिसिजन म्यूनिशन, आर्टिफिशियल इंटेलिजेंस आधारित सैन्य तकनीक और नौसैनिक प्लेटफॉर्म शामिल हैं।

भारत का तेजी से बढ़ता रक्षा उत्पादन और यूएई की वित्तीय तथा तकनीकी क्षमता इस साझेदारी को खास बना रही है। वित्त वर्ष 2025-26 में भारत का रक्षा निर्यात करीब 38,424 करोड़ रुपये तक पहुंच चुका है, जबकि कुल रक्षा उत्पादन लगभग 1.54 लाख करोड़ रुपये रहा।

रक्षा मामलों के जानकारों का कहना है कि यूएई भारत के लिए केवल एक साझेदार देश नहीं, बल्कि मिडिल ईस्ट और अफ्रीका के रक्षा बाजार तक पहुंच का बड़ा रास्ता बन सकता है।

हैदराबाद में खुल चुका है जॉइंट आर्म्स कॉम्प्लेक्स

India and UAE के बीच रक्षा उत्पादन सहयोग की शुरुआत पहले ही हो चुकी है। इसका सबसे बड़ा उदाहरण हैदराबाद में बना आईकॉम-काराकल स्मॉल आर्म्स कॉम्प्लेक्स है।

यूएई की काराकल कंपनी और भारत की आईकॉम टेली लिमिटेड के बीच यह पहला बड़ा टेक्नोलॉजी ट्रांसफर प्रोजेक्ट माना जा रहा है। इस फैसिलिटी का उद्घाटन पिछले साल 21 अप्रैल को किया गया था।

इस प्रोजेक्ट के तहत यूएई की काराकल कंपनी की पूरी हथियार रेंज अब भारत में बनाई जा रही है। इसमें पिस्टल, स्नाइपर राइफल और दूसरे छोटे हथियार शामिल हैं।

हाल ही में सीएसआर-338 स्नाइपर राइफल का कॉन्ट्रैक्ट सीआरपीएफ को मिला है और इन राइफलों का निर्माण भी हैदराबाद की इसी यूनिट में होगा।

रक्षा विशेषज्ञों का कहना है कि यह मेक इन इंडिया और आत्मनिर्भर भारत मॉडल का बड़ा उदाहरण बन चुका है, जहां विदेशी तकनीक को भारत में लाकर स्थानीय उत्पादन किया जा रहा है।

अदाणी और एज ग्रुप के बीच भी बड़ा समझौता

भारत और यूएई के बीच रक्षा सहयोग केवल छोटे हथियारों तक सीमित नहीं है। जून 2024 में अडानी डिफेंस एंड एयरोस्पेस और यूएई के एज ग्रुप के बीच भी बड़ा समझौता हुआ था।

इस साझेदारी में मिसाइल सिस्टम्स, ड्रोन, लॉयटरिंग म्यूनिशन, काउंटर ड्रोन टेक्नोलॉजी, अनमैन्ड ग्राउंड व्हीकल, इलेक्ट्रॉनिक वॉरफेयर और साइबर सिस्टम्स पर संयुक्त काम करने का फैसला लिया गया था।

सूत्रों के मुताबिक दोनों देशों में रिसर्च एंड डेवलपमेंट फैसिलिटी तैयार करने पर भी काम चल रहा है।

इसके अलावा हिंदुस्तान एयरोनॉटिक्स लिमिटेड यानी एचएएल और एज ग्रुप के बीच भी एयरोस्पेस सेक्टर में सहयोग बढ़ रहा है। दोनों कंपनियां तेजस लड़ाकू विमान में यूएई के एयरबोर्न सिस्टम्स के इंटीग्रेशन पर चर्चा कर रही हैं।

शिप रिपेयर और नेवल सेक्टर में भी बड़ी साझेदारी

प्रधानमंत्री मोदी के यूएई दौरे के दौरान रक्षा क्षेत्र से जुड़ा एक और अहम समझौता हुआ। कोचीन शिपयार्ड लिमिटेड और यूएई की ड्राईडॉक्स वर्ल्ड कंपनी के बीच गुजरात के वाडिनार में शिप रिपेयर क्लस्टर डेवलप करने के लिए एमओयू साइन किया गया।

इस प्रोजेक्ट में ऑफशोर फैब्रिकेशन और समुद्री प्लेटफॉर्म्स की मरम्मत जैसी सुविधाएं भी शामिल होंगी।

इसके साथ ही मैरीटाइम और शिपबिल्डिंग सेक्टर में स्किल डेवलपमेंट के लिए भी अलग समझौता हुआ है। इसके तहत भारतीय वर्कफोर्स को विशेष ट्रेनिंग दी जाएगी ताकि भारत को ग्लोबल शिप रिपेयर हब के रूप में विकसित किया जा सके।

रक्षा अधिकारियों का कहना है कि इसका सीधा संबंध भविष्य में नौसैनिक प्लेटफॉर्म्स के जॉइंट प्रोडक्शन और मेंटेनेंस से भी जुड़ा हुआ है।

तीनों सेनाओं के बीच बढ़े सैन्य अभ्यास

पिछले कुछ वर्षों में भारत और यूएई के सैन्य संबंध तेजी से मजबूत हुए हैं। दोनों देशों की सेनाओं के बीच लगातार संयुक्त अभ्यास हो रहे हैं।

भारतीय सेना और यूएई सेना के बीच “डेजर्ट साइक्लोन” सैन्य अभ्यास आयोजित किया गया। 2024 में इसका आयोजन भारत में हुआ था, जबकि 2025 में इसका आयोजन यूएई में किया गया।

भारतीय नौसेना और यूएई नौसेना के बीच “एक्स गल्फ वेव्स” अभ्यास भी हुआ। इसके अलावा दोनों देशों के युद्धपोतों के बीच नियमित पोर्ट कॉल्स जारी हैं।

भारतीय वायुसेना ने यूएई में आयोजित “डेजर्ट फ्लैग” एयर एक्सरसाइज में अब तक की सबसे बड़ी भागीदारी की थी। वहीं यूएई ने भारत के “तरंग शक्ति” अभ्यास में हिस्सा लिया था।

इसके अलावा दोनों देशों के बीच एयर चीफ, नेवी चीफ और आर्मी अधिकारियों के कई हाई लेवल दौरे भी हुए हैं।

साइबर और सुरक्षित कम्युनिकेशन पर भी जोर

नई रक्षा साझेदारी में साइबर डिफेंस और सुरक्षित कम्युनिकेशन सिस्टम्स को भी खास जगह दी गई है। रक्षा विशेषज्ञों का कहना है कि आधुनिक युद्धों में साइबर हमले और डेटा सुरक्षा सबसे बड़े मुद्दों में शामिल हो चुके हैं।

इसी वजह से भारत और यूएई अब सुरक्षित इंफॉर्मेशन शेयरिंग और डिफेंस नेटवर्क्स पर भी साथ काम करेंगे।

सूत्रों का कहना है कि यह साझेदारी किसी तीसरे देश के खिलाफ सैन्य गठबंधन नहीं है, बल्कि इसका मकसद दोनों देशों की तकनीकी और सैन्य क्षमता को मजबूत करना है।

CDS on Theatre Command: The country’s Chief of Defense Staff General Anil Chauhan has said that the future wars will not be limited only to the ground, wind and sea. Cyber, Space, Drone, Artificial Intelligence, Social Media and Information Warfare will also be as large weapons in the coming time. He said India is now moving towards rapid theaterization, jointness and multi-domain warfare.

General Anil Chauhan said that the large military reforms in Indian forces are not only structural changes, but also the process of changing thinking. He believed that more difficult work than making theater commands had to change the mindset of the forces.

जनरल चौहान ने कहा कि कई देशों ने पहले भी इस मॉडल को अपनाया है और हर जगह अलग-अलग सैन्य सेवाओं के बीच मतभेद और प्रतिस्पर्धा देखने को मिली थी। भारत में भी शुरुआत में कई तरह की चुनौतियां थीं, लेकिन उन्होंने इस प्रक्रिया को “सहमति” के रास्ते से आगे बढ़ाने की कोशिश की।

उन्होंने बताया कि पिछले कुछ वर्षों में उन्होंने हजारों सैन्य अधिकारियों और संस्थानों के बीच जाकर थिएटर कमांड और जॉइंटनेस पर चर्चा की। उनका मकसद केवल नया ढांचा बनाना नहीं बल्कि यह समझाना था कि भविष्य के युद्धों में तीनों सेनाओं को एक साथ काम करना ही होगा।

सीडीएस ने कहा कि जैसे-जैसे अधिकारियों और जवानों को यह समझ आया कि मल्टी डोमेन वॉरफेयर में अकेली कोई भी सेना पूरी लड़ाई नहीं लड़ सकती, वैसे-वैसे Theaterization को लेकर स्वीकार्यता भी बढ़ी।

उन्होंने कहा कि असली चुनौती संरचना बदलना नहीं बल्कि “माइंडसेट” बदलना था।

जनरल चौहान ने कहा कि अब इस प्रक्रिया को “गति और दिशा” दोनों मिल चुकी हैं। उन्होंने उम्मीद जताई कि अगले सीडीएस के कार्यकाल में यह प्रक्रिया और तेजी से आगे बढ़ेगी। साथ ही उन्होंने कहा कि सैन्य सुधार कभी खत्म नहीं होते, यह लगातार चलने वाली प्रक्रिया है।

Operation Speed

जनरल अनिल चौहान ने ऑपरेशन सिंदूर का भी जिक्र किया। उन्होंने कहा कि इस सैन्य अभियान के दौरान भारत के पास दुश्मन की तुलना में बेहतर बैटलफील्ड ट्रांसपेरेंसी और सिचुएशनल अवेयरनेस थी। यानी भारतीय सेनाओं को यह साफ पता था कि सीमा के दोनों तरफ क्या हो रहा है।

उन्होंने कहा कि यही वजह थी कि भारत पूरे ऑपरेशन के दौरान “एस्केलेशन मैट्रिक्स” पर हावी रहा। उन्होंने बताया कि भारतीय सेनाओं के बीच बेहतर इंटीग्रेशन और नेटवर्क आधारित सिस्टम की वजह से तेजी से फैसले लेने और जवाब देने में मदद मिली। सीडीएस ने कहा कि आधुनिक युद्धों में केवल हथियार नहीं बल्कि सूचना, डेटा और नेटवर्क भी बड़ी ताकत बन चुके हैं। (CDS On Theatre Command)

मल्टी डोमेन वॉरफेयर पर जोर

जनरल चौहान ने कहा कि आज सेनाओं के बीच इंटीग्रेशन केवल जमीन, हवा और समुद्र तक सीमित नहीं रह सकता। अब साइबर स्पेस, स्पेस डोमेन, कॉग्निटिव वॉरफेयर और इंफॉर्मेशन ऑपरेशन भी युद्ध का अहम हिस्सा बन चुके हैं।

उन्होंने बताया कि भविष्य के युद्धों में “कॉग्निटिव वॉरफेयर” यानी लोगों की सोच और भावनाओं को प्रभावित करना भी एक बड़ा हथियार होगा। उन्होंने कहा कि सोशल मीडिया और फेक न्यूज अब युद्ध का हिस्सा बनते जा रहे हैं।

सीडीएस ने अधिकारियों को सलाह दी कि वे अपनी भावनाओं को नियंत्रित रखना सीखें, क्योंकि सोशल मीडिया पर छोटी-छोटी बातें भी विरोधी देशों द्वारा इस्तेमाल की जा सकती हैं।

उन्होंने कहा कि दुनिया अभी भी इस नए तरह के युद्ध को पूरी तरह समझने की कोशिश कर रही है और भारत भी लगातार इससे सीख रहा है। (CDS On Theatre Command)

ईरान युद्ध और ड्रोन खतरे का जिक्र

जनरल चौहान ने हाल के संघर्षों का जिक्र करते हुए कहा कि रूस-यूक्रेन युद्ध के दौरान ड्रोन वॉरफेयर देखने को मिला, लेकिन ईरान से जुड़े संघर्षों में एक नई चीज देखने को मिली, वह थी बड़े पैमाने पर मिसाइलों का इस्तेमाल।

उन्होंने कहा कि कई बैलिस्टिक मिसाइलें सैन्य और नागरिक दोनों तरह के ठिकानों तक पहुंचीं। कुछ मिसाइलों को रोका गया लेकिन कुछ अपने टारगेट तक भी पहुंचीं।

सीडीएस के मुताबिक भविष्य में दुनिया को ड्रोन और मिसाइलों के “सैचुरेशन अटैक” से बड़ी चुनौती मिल सकती है। यानी एक साथ इतनी बड़ी संख्या में हमले किए जाएं कि एयर डिफेंस सिस्टम पर दबाव बढ़ जाए। उन्होंने कहा कि यह एक नया ट्रेंड है, जिसे पूरी दुनिया देख रही है। (CDS On Theatre Command)

डीएमए और आईडीएस की भूमिका समझाई

जनरल चौहान ने फायरसाइड चैट के दौरान डिपार्टमेंट ऑफ मिलिट्री अफेयर्स यानी डीएमए और हेडक्वार्टर इंटीग्रेटेड डिफेंस स्टाफ यानी आईडीएस की भूमिका भी समझाई। उन्होंने कहा कि लोगों के बीच अभी भी इन दोनों संस्थाओं को लेकर भ्रम है।

उन्होंने बताया कि आईडीएस का काम तीनों सेनाओं के बीच इंटीग्रेशन और नए डोमेन्स में क्षमता निर्माण करना है, जबकि डीएमए रक्षा मंत्रालय के भीतर सैन्य मामलों को संभालता है।

उन्होंने कहा कि डीएमए की स्थापना भारतीय सैन्य सुधारों में सबसे बड़ा बदलाव रही है क्योंकि अब सेना से जुड़े कई फैसले सीधे सैन्य नेतृत्व के जरिए लिए जा सकते हैं।

कारगिल रिव्यू कमेटी का भी जिक्र

उन्होंने यह भी याद दिलाया कि थिएटराइजेशन का सुझाव सबसे पहले कारगिल रिव्यू कमेटी ने दिया था। उनके अनुसार डिपार्टमेंट ऑफ मिलिट्री अफेयर्स यानी डीएमए का गठन इस दिशा में सबसे बड़ा बदलाव रहा है, क्योंकि अब सैन्य मामलों के लिए एक अलग और स्पष्ट व्यवस्था मौजूद है। हालांकि उन्होंने कहा कि इस सिस्टम को पूरी तरह से बनने के लिए अभी समय की जरूरत है। (CDS On Theatre Command)

भारत के पास विवादित सीमाएं

जनरल चौहान ने कहा कि भारत के पास विवादित सीमाएं हैं, इसलिए देश को हर समय तैयार रहना होगा। उन्होंने कहा कि युद्ध छोटा होगा या लंबा, इस पर ध्यान देने की बजाय उद्देश्य स्पष्ट होना चाहिए।

उन्होंने कहा कि अगर किसी सैन्य कार्रवाई का लक्ष्य स्पष्ट हो तो मिशन पूरा होने के बाद जल्दी बाहर निकलने की रणनीति भी जरूरी होती है।

सैन्य भाषा में अफिलिएशन का मतलब दो अलग सैन्य यूनिट्स के बीच औपचारिक संबंध बनाना होता है। उदाहरण के तौर पर सेना की किसी रेजिमेंट को नौसेना के किसी युद्धपोत या ट्रेनिंग संस्थान से जोड़ा जा सकता है। इसके बाद दोनों यूनिट्स के बीच रेगुलर विजिट, संयुक्त कार्यक्रम, खेल प्रतियोगिताएं, सेमिनार और ट्रेनिंग एक्सचेंज होते हैं। इसका मकसद ऑपरेशनल समझ और तालमेल को मजबूत करना होता है।

हालांकि पहले भी भारतीय सेना और नौसेना की कुछ यूनिट्स के बीच ऐसे संबंध रहे हैं। उदाहरण के तौर पर आईएनएस तेग को सिख लाइट इन्फैंट्री से और आईएनएस सह्याद्री को पूना हॉर्स रेजिमेंट से जोड़ा गया था। लेकिन अब पहली बार पूरे स्तर पर एक औपचारिक नीति बनाई गई है, जिसके तहत भविष्य में होने वाले सभी अफिलिएशन को एक समान स्ट्रक्चर में लाया जाएगा।

क्यों जरूरी हो गया यह बदलाव

भारत का सुरक्षा माहौल तेजी से बदल रहा है। एक तरफ चीन सीमा पर दबाव बनाए हुए है, वहीं दूसरी तरफ हिंद महासागर क्षेत्र में भी रणनीतिक प्रतिस्पर्धा बढ़ रही है। इसके अलावा साइबर वॉरफेयर, ड्रोन अटैक, स्पेस टेक्नोलॉजी और इलेक्ट्रॉनिक वॉरफेयर जैसे नए खतरे भी सामने आ रहे हैं।

सूत्रों का कहना है कि भविष्य के युद्धों में केवल थलसेना या नौसेना अकेले काम नहीं कर सकतीं। अगर समुद्र में किसी सैन्य कार्रवाई की जरूरत पड़े तो नौसेना को सेना के साथ तालमेल बैठाना होगा। इसी तरह जमीन पर होने वाले बड़े ऑपरेशन में वायुसेना और नौसेना की भूमिका भी अहम होगी।

इसी वजह से भारत अब मल्टी-डोमेन ऑपरेशन मॉडल पर काम कर रहा है। इसमें जमीन, समुद्र, हवा, साइबर और स्पेस सभी क्षेत्रों में एक साथ कार्रवाई की जाती है।

इसके तहत आने वाले समय के सैन्य अभियानों में तेजी से फैसले लेना, अलग-अलग डोमेन्स के बीच कॉर्डिनेशन और इंटरऑपरेबल क्षमता बेहद जरूरी होगी। यही वजह है कि सेवाओं के बीच सहज तालमेल को मजबूत किया जा रहा है।

ऑपरेशन सिंदूर से मिली बड़ी सीख

इस समझौते के पीछे ऑपरेशन सिंदूर का अनुभव भी बड़ा कारण माना जा रहा है। मई 2025 में पहलगाम आतंकी हमले के बाद भारत ने पाकिस्तान और पीओके में आतंकी ठिकानों पर सटीक हमले किए थे।

करीब 88 घंटे तक चले इस ऑपरेशन में भारतीय सेना, नौसेना और वायुसेना ने एक साथ मिलकर कार्रवाई की थी। सेना ने जमीन से प्रिसिजन फायर किए, वायुसेना ने लंबी दूरी की मिसाइलों और लड़ाकू विमानों से हमले किए, जबकि नौसेना ने अरब सागर में अपनी फॉरवर्ड तैनाती मजबूत की।

रक्षा अधिकारियों का कहना है कि इस ऑपरेशन ने यह साबित कर दिया कि जब तीनों सेनाएं एक साथ काम करती हैं तो ऑपरेशन की क्षमता कई गुना बढ़ जाती है।

क्या यह थिएटराइजेशन की शुरुआत है?

सूत्रों के मुताबिक यह समझौता थिएटराइजेशन की शुरुआत नहीं है, लेकिन उसकी दिशा में एक अहम कदम जरूर माना जा रहा है।

थिएटराइजेशन भारतीय सेनाओं का सबसे बड़ा सैन्य सुधार कार्यक्रम माना जा रहा है। इसके तहत तीनों सेनाओं को अलग-अलग कमांड की बजाय इंटीग्रेटेड थिएटर कमांड्स के तहत लाया जाएगा।

उदाहरण के तौर पर चीन सीमा के लिए अलग थिएटर कमांड, पाकिस्तान सीमा के लिए अलग और समुद्री क्षेत्र के लिए अलग कमांड बनाई जा सकती है। इनमें एक ही कमांडर के अधीन थलसेना, वायुसेना और नौसेना काम करेंगी।

इसका उद्देश्य कमांड चेन को छोटा करना, संसाधनों का बेहतर उपयोग करना और युद्ध के दौरान तेजी से फैसले लेना है।

Arunachal LAC GSI Survey: A team of Geological Survey of India (GSI) recently visited in the border areas of Arunachal Pradesh. The GSI team visited forward areas with the Gazraj Chore of the Indian Army under the Eastern Command. The entire mission took place in sensitive areas involving India-China border i.e. LAC, where roads, bridges, tunnels and military infrastructure are being built in the past few years.

सेना को क्यों पड़ी इसकी जरूरत

अरुणाचल प्रदेश और पूर्वोत्तर के कई इलाके बेहद संवेदनशील माने जाते हैं। यहां भारी बारिश, बादल फटना, भूकंप और लैंडस्लाइड आम बात है। मानसून के दौरान कई बार सड़कें टूट जाती हैं और सेना की सप्लाई लाइन प्रभावित हो जाती है।

भारत-चीन सीमा के पास इंफ्रास्ट्रक्चर तेजी से बढ़ाने के लिए ऑल वेदर रोड, सुरंग और नए सैन्य ढांचे बनाए जा रहे हैं। लेकिन पहाड़ी इलाकों में निर्माण करना आसान नहीं होता। अगर पहाड़ की भू-संरचना को समझे बिना निर्माण किया जाए तो कुछ समय बाद सड़क धंस सकती है या लैंडस्लाइड से टूट सकती है।

इसी वजह से सेना अब वैज्ञानिक तरीके से बॉर्डर इंफ्रास्ट्रक्चर तैयार कर रही है। जीएसआई की टीम उसी प्रक्रिया का हिस्सा मानी जा रही है।

सूत्रों का कहना है कि केवल सड़क बनाना काफी नहीं है, उसे हर मौसम में चालू रखना ज्यादा बड़ी चुनौती है। खासकर उन इलाकों में जहां सैनिकों और सैन्य वाहनों की आवाजाही लगातार बनी रहती है।

गलवान के बाद तेजी से बदली रणनीति

East Ladakh में 2020 के गलवान संघर्ष के बाद भारत ने सीमा क्षेत्रों में इंफ्रास्ट्रक्चर निर्माण की रफ्तार काफी बढ़ा दी थी। लद्दाख से लेकर अरुणाचल प्रदेश तक कई नए प्रोजेक्ट शुरू किए गए।

सड़क, पुल, एडवांस लैंडिंग ग्राउंड, टनल और बॉर्डर गांवों के विकास पर विशेष फोकस किया गया। केंद्र सरकार ने वाइब्रेंट विलेज प्रोग्राम और बॉर्डर एरिया डेवलपमेंट प्रोग्राम जैसे कई प्रोजेक्ट शुरू किए।

अब रणनीति केवल तेजी से निर्माण करने की नहीं बल्कि “रेजिलिएंट इंफ्रास्ट्रक्चर” बनाने की है। यानी ऐसा इंफ्रास्ट्रक्चर जो भारी बारिश, बर्फबारी, भूकंप और लैंडस्लाइड जैसी परिस्थितियों में भी लंबे समय तक टिक सके।

जीएसआई और सेना की यह साझेदारी उसी रणनीति का हिस्सा मानी जा रही है।

गजराज कोर क्यों है अहम

Garage Core भारतीय सेना की सबसे महत्वपूर्ण कोर में गिनी जाती है। इसका मुख्यालय तेजपुर में है और यह अरुणाचल प्रदेश तथा असम के सीमावर्ती क्षेत्रों की जिम्मेदारी संभालती है।

तवांग समेत कई रणनीतिक इलाके इसी कोर के दायरे में आते हैं। चीन के साथ तनाव बढ़ने के बाद इस पूरे सेक्टर में सैन्य गतिविधियां काफी बढ़ी हैं।

नई सड़कें, सुरंगें और सप्लाई नेटवर्क तैयार किए जा रहे हैं ताकि जरूरत पड़ने पर सेना तेजी से सैनिक और हथियार सीमा तक पहुंचा सके।

लेकिन पूर्वोत्तर के पहाड़ी इलाकों में इंफ्रास्ट्रक्चर का सबसे बड़ा दुश्मन मौसम और लैंडस्लाइड हैं। ऐसे में जीएसआई की भूमिका और बढ़ जाती है।

क्यों किया गया झीलों का सर्वे

जीएसआई टीम ने हाई एल्टीट्यूड झीलों का भी सर्वे किया। हिमालयी इलाकों में कई झीलें ग्लेशियर पिघलने से बनती हैं। इनमें से कुछ झीलें अचानक टूटने पर भारी तबाही ला सकती हैं।

इसे ग्लेशियल लेक आउटबर्स्ट फ्लड यानी जीएलओएफ कहा जाता है। इससे सड़कें, पुल और मिलिट्री इंफ्रास्ट्रक्चर अचानक नष्ट हो सकते हैं। इसी वजह से हाई एल्टीट्यूड झीलों की निगरानी अब सीमा क्षेत्रों में बहुत महत्वपूर्ण मानी जा रही है। सेना और वैज्ञानिक एजेंसियां यह समझने की कोशिश कर रही हैं कि कौन सी झीलें खतरा पैदा कर सकती हैं और किन इलाकों में पहले से तैयारी जरूरी है।

मिशन मौसम और वेदर रडार की बड़ी तैयारी

सूत्रों ने बताया कि जीएसआई टीम का यह दौरान इन इलाकों में वेदर रडार लगाने का है। ताकि इस इलाके में मौसम निगरानी नेटवर्क भी तेजी से मजबूत किया जा सके।

भारत सरकार “मिशन मौसम” के तहत पूरे देश में 53 नए डॉप्लर वेदर रडार लगाने की योजना पर काम कर रही है। इसके तहत पूर्वोत्तर और हिमालयी क्षेत्रों में 10 एक्स-बैंड डॉप्लर रडार लगाए जा रहे हैं।

About रडारों का काम रियल टाइम बारिश, बादल, तूफान और मौसम की गतिविधियों की निगरानी करना है। तेजपुर, सेंट्रल अरुणाचल, जोरहाट, नामसाई और दूसरे इलाकों में नए रडार नेटवर्क तैयार किए जा रहे हैं।

ये रडार सीमा से जुड़े ऊंचाई वाले इलाकों में लगाए जा रहे हैं ताकि भारी बारिश, तूफान और बर्फबारी पर तुरंत नजर रखी जा सके। इससे भूस्खलन का खतरा पहले ही पता चल सकेगा, क्योंकि ज्यादातर लैंडस्लाइड तेज बारिश की वजह से होते हैं। इसके अलावा सेना की सड़कें, पुल और दूसरे बॉर्डर इंफ्रास्ट्रक्चर को ज्यादा सुरक्षित और मजबूत बनाने में भी मदद मिलेगी।

रक्षा और मौसम विशेषज्ञों का मानना है कि अगर मौसम की सही जानकारी पहले मिल जाए तो लैंडस्लाइड और बाढ़ से होने वाले नुकसान को काफी हद तक कम किया जा सकता है।

सहयोगी कंपनियां भी नहीं बच पाएंगी

नए नियमों का सबसे बड़ा बदलाव यह माना जा रहा है कि अब केवल मुख्य कंपनी पर ही कार्रवाई नहीं होगी। अगर किसी डिबार्ड या सस्पेंड कंपनी की दूसरी सहयोगी फर्म, जॉइंट वेंचर, मर्जर यूनिट या नई बनाई गई यूनिट है, तो उस पर भी कार्रवाई लागू हो सकती है।

दस्तावेज में “एलाइड फर्म्स” की विस्तृत परिभाषा दी गई है। अगर किसी दूसरी कंपनी में समान मैनेजमेंट, समान शेयरहोल्डिंग या कंट्रोल मौजूद है, तो उसे भी उसी श्रेणी में रखा जाएगा।

रक्षा क्षेत्र के विशेषज्ञों का कहना है कि पहले कई कंपनियां बैन से बचने के लिए नया नाम या नई यूनिट बनाकर फिर से टेंडर में हिस्सा ले लेती थीं। अब ऐसा करना मुश्किल होगा।

हेवी पेनल्टी का भी प्रावधान

नए दिशानिर्देशों में सिर्फ बैन ही नहीं, बल्कि भारी आर्थिक दंड का भी प्रावधान किया गया है। सेक्शन 13 के अनुसार, इंटीग्रिटी पैक्ट उल्लंघन की स्थिति में ईएमडी, परफॉर्मेंस बैंक गारंटी और एडिशनल बैंक गारंटी जब्त की जा सकती है।

अगर किसी कंपनी को पहले भुगतान किया जा चुका है, तो वह रकम ब्याज समेत वापस ली जा सकती है। ब्याज की दर एसबीआई बेस रेट से दो प्रतिशत ज्यादा या लिबोर प्लस दो प्रतिशत तक हो सकती है।

अगर एजेंट कमीशन या गिफ्ट से जुड़ा मामला सामने आता है, तो वह रकम भी वापस वसूली जाएगी।

30 दिन का शो-कॉज नोटिस अनिवार्य

नए नियमों में प्राकृतिक न्याय के सिद्धांत को भी शामिल किया गया है। अब किसी कंपनी पर सीधे कार्रवाई नहीं होगी। पहले उसे कारण बताओ नोटिस दिया जाएगा। कंपनी को जवाब देने के लिए 30 दिन का समय मिलेगा।

अगर कंपनी जवाब नहीं देती, तो विभाग एक्स-पार्टी कार्रवाई कर सकता है। लेकिन हर आदेश लिखित कारणों के साथ जारी करना होगा। इसे “स्पीकिंग ऑर्डर” कहा गया है। रक्षा मंत्रालय की विजिलेंस शाखा सस्पेंड और डिबार कंपनियों की सूची वेबसाइट पर अपडेट करेगी।

राष्ट्रीय सुरक्षा के मामलों में विशेष छूट

हालांकि नियम सख्त किए गए हैं, लेकिन राष्ट्रीय सुरक्षा से जुड़े मामलों में सरकार ने लचीला रुख भी अपनाया है। अगर किसी वेपन सिस्टम का कोई दूसरा विकल्प नहीं है, तो सरकार विशेष अनुमति देकर उसी कंपनी से स्पेयर पार्ट्स, अपग्रेड या मेंटेनेंस का काम जारी रख सकती है।

इसके लिए सेना के वरिष्ठ अधिकारियों या डीआरडीओ के सक्षम अधिकारी का प्रमाणपत्र जरूरी होगा कि संबंधित उपकरण राष्ट्रीय सुरक्षा के लिए बेहद जरूरी है।

यह प्रावधान खास तौर पर उन मामलों के लिए रखा गया है, जहां किसी विदेशी सिस्टम या विशेष तकनीक का विकल्प उपलब्ध नहीं होता।

कर्मचारियों और एजेंटों पर भी कार्रवाई

नए दिशानिर्देशों में केवल कंपनियों ही नहीं, बल्कि उनके कर्मचारियों और एजेंटों को भी दायरे में लाया गया है। अगर किसी एजेंट या कर्मचारी के खिलाफ भ्रष्टाचार या अनियमितता की जांच चल रही है, तो उसे रक्षा खरीद प्रक्रिया में हिस्सा लेने से रोका जा सकता है। अगर अदालत में दोष साबित हो जाता है, तो ऐसे व्यक्ति का नाम भी विजिलेंस वेबसाइट पर डाला जाएगा।

रक्षा उद्योग पर पड़ेगा क्या असर

रक्षा क्षेत्र से जुड़े अधिकारियों का मानना है कि नए नियमों का असर छोटे और बड़े दोनों वेंडर्स पर पड़ेगा। अब केवल कम कीमत पर टेंडर जीतना काफी नहीं होगा। कंपनियों को समय पर सप्लाई, तकनीकी गुणवत्ता और बेहतर सर्विस सपोर्ट भी देना होगा।

एलएंडटी, टाटा, एचएएल, बीईएल, अदाणी डिफेंस जैसी बड़ी कंपनियों के लिए भी परफॉर्मेंस मॉनिटरिंग पहले से ज्यादा सख्त हो जाएगी। वहीं छोटे और मध्यम उद्योगों को भी कॉन्ट्रैक्ट शर्तों का पालन बेहद सावधानी से करना होगा।

रक्षा विशेषज्ञों का कहना है कि नए नियमों के बाद कंपनियां मर्जर या एक्विजिशन से पहले ड्यू डिलिजेंस ज्यादा गंभीरता से करेंगी, क्योंकि अब पुरानी देनदारियां नई इकाइयों पर भी लागू हो सकती हैं।

पूरे रक्षा मंत्रालय पर लागू होंगे नियम

ये दिशानिर्देश रक्षा मंत्रालय के सभी विभागों पर लागू होंगे। इसमें डिपार्टमेंट ऑफ डिफेंस, डिपार्टमेंट ऑफ डिफेंस प्रोडक्शन, डीआरडीओ, डिपार्टमेंट ऑफ मिलिट्री अफेयर्स और रक्षा मंत्रालय के अधीन आने वाले सभी संगठन शामिल हैं।
