Lt Gen Rajiv Ghai NSCS Military Adviser: The Prime Minister’s Office, Ministry of Defence, Army Headquarters, National Security Adviser or the Heads of the Three Forces in the minds of the people when it comes to major decisions related to the security of the country. But there is also an institution that often lives away from the headlines, while almost every big strategy associated with national security, every significant review and every sensitive decision has an important role. This institution is the National Security Council Secretariat i.e. NSCS.
In the past few years, NSCS’s importance is constantly enhanced. This is the biggest reason why many senior military officers working here have later reached the country’s largest defence positions. Recently Lt. General NS Raja Subramani was created Chief of Defence Staff i.e. CDS. Prior to that, General Anil Chauhan had also stayed the Military Advisor in this institution and later became CDS. At the same time, the Lt Gen Rajiv Ghee, a national identifiable as DGMO during the country’s first now operation shift has been appointed as the new Military Advisor of NSCS.
That’s why NSCS is now not only a secretariat but also to be seen as a national security leadership formulation institution.

The discussion of creating an integration system for national security issues in India was accelerated in the 1990s. India’s nuclear test in May 1998 and then 1999’s Cargill War It clarified that the country needs an institution that is not limited to only military matters but also to add foreign policy, intelligence, economic security, technical development and military strategy to a platform.
On 19th November 1998, then Prime Minister Atal Bihari Vajpayee established National Security Council (NSC). Also designed the National Security Council Secretariat (NSCS) to institutionalize the functioning of the Council.

How the strength of NSCS replaceable in 2018?
Sources that look closely at national security cases show that NSCS The biggest change in history came in 2018. NSCS was formally incorporated into the Allocation of Business Rules (AoB) and Transaction of Business Rules (ToB) that year. These are the rules on which the rights, responsibilities and decision process of the Ministries and Departments of the Government of India is decided.
NSCS primarily advised before this change. But after 2018 it was not only the advisory institution, but also became an active part of the government decision process. Under the Article 77(3) of the Constitution now it can cordinate between different ministries, work on files associated with security cases and play a role in advancing decisions associated with national security.
That’s why today it is called the "Never Centre" of India’s national security system.
How does NSC work with NSA?
NSCS works directly under National Security Advisor i.e. NSA. At present, this responsibility is near Ajit Dobal.
National Security Advisors recommend security to the Prime Minister and the Government. But it is not possible to handle so large security infrastructure alone. NSCS works in such a permanent institutional framework.
The security experts, military officers, intelligence officers, technical experts and policy analysts work together on various topics. China has activities, challenges associated with Pakistan, threaten cybersecurity, compete in space area or question of maritime security, NSCS on all these subjects consistently study and analyze.

How is it? Structure of NSCS?
NSCS is not a single institution but part of the National Security Council system.
It has the National Security Council headed by the Prime Minister. In addition Strategic Policy Group और नेशनल सिक्योरिटी एडवाइजरी बोर्ड जैसी संस्थाएं भी मौजूद हैं।
स्ट्रैटेजिक पॉलिसी ग्रुप में कैबिनेट सचिव, रक्षा सचिव, गृह सचिव, विदेश सचिव, वित्त सचिव, चीफ ऑफ डिफेंस स्टाफ, तीनों सेनाओं के प्रमुख और कई अन्य वरिष्ठ अधिकारी शामिल होते हैं।

कौन होता है मिलिट्री एडवाइजर?
एनएससीएस के भीतर सबसे महत्वपूर्ण पदों में से एक है मिलिट्री एडवाइजर यानी एमए। यह अधिकारी राष्ट्रीय सुरक्षा सलाहकार को सैन्य मामलों पर सलाह देता है। वह सेना, नौसेना और वायुसेना की ऑपरेशनल जरूरतों, सैन्य क्षमताओं और सुरक्षा चुनौतियों के बारे में टॉप लेवल पर जानकारी उपलब्ध कराता है। मिलिट्री एडवाइजर एनएससीएस और भारतीय सेनाओं के बीच सबसे महत्वपूर्ण कड़ी होता है।
एमए का सबसे बड़ा काम राष्ट्रीय सुरक्षा सलाहकार को सीमा सुरक्षा, सैन्य तैयारियों, युद्धक क्षमताओं, रक्षा रणनीति और उभरते खतरों पर सलाह देना है। वह एनएससीएस के मिलिट्री विंग का नेतृत्व करता है और लोंग-टर्म डिफेंस प्लांस, थिएटर कमांड्स, जॉइंट मिलिटरी ऑपरेशंस और तीनों सेनाओं के बीच तालमेल बढ़ाने में महत्वपूर्ण भूमिका निभाता है।
यह अधिकारी केवल सैन्य सलाहकार नहीं होता, बल्कि रक्षा मंत्रालय, चीफ ऑफ डिफेंस स्टाफ, तीनों सेना प्रमुखों और विभिन्न खुफिया एजेंसियों के बीच एक महत्वपूर्ण कड़ी के रूप में काम करता है। सैन्य खुफिया एजेंसियों से प्राप्त जानकारी का विश्लेषण कर उसे राष्ट्रीय सुरक्षा नीति से जोड़ना भी उसकी जिम्मेदारी का हिस्सा है।

अब तक कौन-कौन रहे हैं मिलिट्री एडवाइजर?
बहुत से लोग मानते हैं कि मिलिट्री एडवाइजर का पद 2018 में शुरू हुआ, लेकिन ऐसा नहीं है।
इस पद पर सबसे पहले लेफ्टिनेंट जनरल प्रकाश मेनन नियुक्त हुए थे। वह 2011 में सेना से सेवानिवृत्त होने के बाद 2012 में एनएससीएस में मिलिट्री एडवाइजर बने। उन्होंने लगभग 2014 तक यह जिम्मेदारी निभाई। बाद में 2015 से 2017 तक वह एनएससीएस में ऑफिसर ऑन स्पेशल ड्यूटी के तौर पर भी रहे।
इसके बाद लेफ्टिनेंट जनरल विनोद खंडारे ने यह जिम्मेदारी संभाली। वह मोदी सरकार के दौर में इस पद पर आने वाले पहले प्रमुख सैन्य सलाहकारों में गिने जाते हैं।
उनके बाद लेफ्टिनेंट जनरल अनिल चौहान इस पद पर आए। एनएससीएस में काम करने के दौरान उन्होंने राष्ट्रीय सुरक्षा के व्यापक मुद्दों पर अनुभव हासिल किया और बाद में सितंबर 2022 में भारत के दूसरे चीफ ऑफ डिफेंस स्टाफ बने।
इसके बाद एयर मार्शल संदीप सिंह को मिलिट्री एडवाइजर बनाया गया। वह भारतीय वायुसेना से इस पद पर पहुंचने वाले पहले अधिकारी थे।
उनके बाद लेफ्टिनेंट जनरल एन.एस. राजा सुब्रमणि ने यह जिम्मेदारी संभाली। मई 2026 में उन्हें देश का नया चीफ ऑफ डिफेंस स्टाफ नियुक्त किया गया।

क्यों खास है लेफ्टिनेंट जनरल घई की नियुक्ति?
Lieutenant General Rajiv Ghee की नियुक्ति कई वजहों से महत्वपूर्ण मानी जा रही है। सबसे पहले, वह पहले ऐसे इन-सर्विस तीन-स्टार अधिकारी हैं जिन्हें मिलिट्री एडवाइजर बनाया गया है। उनसे पहले इस पद पर आने वाले अधिकांश अधिकारी रिटायर होने के बाद एनएससीएस पहुंचे थे।
दूसरा, उनके पास अभी लगभग डेढ़ साल से अधिक की सेवा बची हुई है। उनका कार्यकाल दिसंबर 2027 तक है।
तीसरा, वह ऑपरेशन सिंदूर के दौरान डीजीएमओ थे और पाकिस्तान के खिलाफ भारत की सैन्य कार्रवाई से जुड़े प्रमुख अधिकारियों में शामिल रहे।
मध्यप्रदेश में जन्मे लेफ्टिनेंट जनरल राजीव घई ने अपने सैन्य करियर में कई महत्वपूर्ण जिम्मेदारियां संभाली हैं। उनके पिता भी सेना में वरिष्ठ अधिकारी रहे थे। दिसंबर 1989 में उन्हें कुमाऊं रेजिमेंट में कमीशन मिला।
कुमाऊं रेजिमेंट भारतीय सेना की सबसे प्रतिष्ठित इन्फेंट्री रेजिमेंट्स में से एक है, जो अपनी बहादुरी और अनुशासन के लिए जानी जाती है। वे इस रेजिमेंट के कर्नल भी हैं।
उन्होंने वेस्टर्न सेक्टर में एक इन्फैंट्री बटालियन की कमान संभाली। इसके बाद मध्य क्षेत्र में स्वतंत्र ब्रिगेड का नेतृत्व किया। वह अरुणाचल प्रदेश में 56 इन्फैंट्री डिवीजन के जनरल ऑफिसर कमांडिंग भी रहे।
बाद में उन्हें श्रीनगर स्थित 15 कोर की कमान सौंपी गई। यह वही कोर है जो जम्मू-कश्मीर में आतंकवाद विरोधी अभियानों और नियंत्रण रेखा की सुरक्षा में महत्वपूर्ण भूमिका निभाती है।
इसके बाद वह डीजीएमओ बने और ऑपरेशन सिंदूर के दौरान अहम भूमिका निभाई। इस भूमिका के लिए उन्हें 2025 में स्वतंत्रता दिवस पर सर्वोत्तम युद्ध सेवा मेडल से सम्मनित किया गया। इसके बाद जून 2025 में उन्हें सेना मुख्यालय में उप सेनाध्यक्ष (रणनीति) नियुक्त किए गए। (Lt Gen Rajiv Ghai NSCS Military Adviser)
सीडीएस बनने की क्या है शर्त?
भारत में चीफ ऑफ डिफेंस स्टाफ देश की तीनों सेनाओं थलसेना, नौसेना और वायुसेना के बीच तालमेल स्थापित करने वाला सबसे वरिष्ठ सैन्य पद है। दिसंबर 2019 में इस पद का गठन किया गया था और जनवरी 2020 में जनरल बिपिन रावत पहले सीडीएस बने थे।
सीडीएस बनने के लिए किसी अधिकारी का चार-स्टार रैंक का अधिकारी होना जरूरी नहीं है। सरकार के 2022 के संशोधित नियमों के अनुसार लेफ्टिनेंट जनरल, एयर मार्शल या वाइस एडमिरल रैंक के सेवारत अथवा सेवानिवृत्त अधिकारी भी सीडीएस नियुक्त किए जा सकते हैं। हालांकि अधिकारी की आयु नियुक्ति के समय 62 वर्ष से कम होनी चाहिए।
CDS के चयन के लिए केवल वरिष्ठता ही एकमात्र मानदंड नहीं होती। सरकार अधिकारी के पूरे सैन्य अनुभव, नेतृत्व क्षमता, संयुक्त सैन्य अभियानों की समझ, रणनीतिक सोच, राष्ट्रीय सुरक्षा मामलों की जानकारी और तीनों सेनाओं के साथ काम करने के अनुभव को भी देखती है। यही वजह है कि कई बार सबसे वरिष्ठ अधिकारी की बजाय उस अधिकारी को चुना जाता है जिसे सरकार भविष्य की सैन्य चुनौतियों के लिए अधिक उपयुक्त मानती है।
सीडीएस के लिए आमतौर पर ऐसे अधिकारी को प्राथमिकता मिलती है जिसने कोर, कमांड या समकक्ष स्तर पर नेतृत्व किया हो और राष्ट्रीय स्तर पर रणनीतिक निर्णयों का अनुभव रखा हो। थिएटर कमांड, जॉइंटनेस, सैन्य आधुनिकीकरण और रक्षा सुधारों की समझ भी महत्वपूर्ण मानी जाती है। (Lt Gen Rajiv Ghai NSCS Military Adviser)
