Himachal Pradesh’s Mandi district and North East’s Nagaland, Assam, and the Army’s young day-night relief works in Manipur. Under the ‘Operation Water Relief-2’, the quick and well-planned assistance and rescue functions have been executed, once again proved that the army is not just in the battlefield, but also in every circumstance of the disaster reads to protect the countrymen.
OP JAL RAHAT 2: Army Relief Campaign in the Mandi of Himachal Pradesh
Mosladar rains started from the last week of June 2025 in the Mandi district of Himachal Pradesh folded several terrains. The cloud bursting, flooding, and landslides in areas such as Thunag, Bagsyad, and Pandoh caused heavy damage. Roads, bridges, and power supply stalled. Several villages were completely cut. In this disaster, the Indian Army started respite work together with civil administration.

The First Aid with Relief Functions in remote areas
The Indian Army launched the Humanitarian Assistance and Disaster Relief (Humanitarian Assistance and Disaster Relief – HADR) campaign on the appeal of the State Administration after I Bhishan Flood in Mandi District of Himachal Pradesh. From July 6, the Indian Army deployed its relief column in Mandi district. In areas like Thunag, Bagsyad, and Pandoh, the army worked many important. First of all, the army worked to open an important treasure path (original track) from Bagsaid to Thunag. This way was closed due to heavy rain and debris. The opening of this path can lead to the necessary accessories, such as rations and medicines, affected villages.

In Thunag, the Army provided first aid to injured and sick people and transported ration kits to the needy families. On July 7, the relief material was delivered to remote villages like Rushed on July 8, and Chapad on July 9. The roads were completely destroyed by these villages, but the army had helped through helicopters and walkways together with civil administration. It was a great task to deliver relief material to flood affected villages, which the Army completed together with SDRF (State Disaster Mochan Force), NDRF (National Disaster Mochan Force) and local administration.
The access to mobile networks was limited in some areas like Thunag. Despite this, the Army maintained constant contact with the Citizen Administration using Satellite Communications (Satlite Communication) like ISAT phones, RS STARSV, and HX systems. It made ease of coordinating relief tasks and helping every needy.
मंडी के उपायुक्त अपूर्व देवगन ने कहा, “भूगोल की वजह से राहत कार्य चुनौतीपूर्ण हैं, लेकिन सेना, SDRF, और NDRF की टीमें 24 घंटे काम कर रही हैं।” सेना ने न केवल रास्ते खोले, बल्कि लोगों में भरोसा भी जगाया। स्थानीय लोग सेना के जवानों को देखकर राहत महसूस कर रहे हैं, क्योंकि उन्हें भरोसा है कि कोई उनके साथ खड़ा है।

मुख्यमंत्री सुखविंदर सिंह सुखु ने किया थुनाग का दौरा
10 जुलाई को हिमाचल प्रदेश के माननीय मुख्यमंत्री सुखविंदर सिंह सुखु थुनाग का दौरा किया। जहां उन्होंने राहत कार्यों का जायजा लिया और प्रभावित लोगों से मिले। साथ ही सेना की राहत कार्यों में जुटी टीम से भी उन्होंने मुलाकात की। इसके अलावा, भारतीय सेना के ब्रिगेड कमांडर भी मंडी में हैं, जहां उन्होंने राहत कॉलमों के साथ बातचीत की और कार्यों की प्रगति की समीक्षा की। मुख्यमंत्री और मंडी के उपायुक्त (डिप्टी कमिश्नर) के साथ एक बैठक भी होगी, जिसमें राहत कार्यों को और तेज करने की रणनीति बनाई जाएगी।
हिमाचल में मुख्यमंत्री सुखविंदर सिंह सुखु ने राहत कार्यों को युद्धस्तर पर चलाने के निर्देश दिए हैं। उन्होंने बगस्याद में राहत शिविर का दौरा किया और प्रभावित परिवारों से मुलाकात की।
पूर्वोत्तर में ऑपरेशन जल राहत-2 शुरू
हिमाचल के साथ-साथ, भारतीय सेना ने पूर्वोत्तर राज्यों नगालैंड, असम, और मणिपुर में भी बाढ़ राहत अभियान शुरू किया है। इसे ‘ऑपरेशन जल राहत 2’ नाम दिया गया है। भारी बारिश और नदियों के उफान ने इन राज्यों में कई इलाकों को जलमग्न कर दिया। भारतीय सेना ने मुख्यालय इंस्पेक्टर जनरल असम राइफल्स (नॉर्थ) के नेतृत्व में नागरिक प्रशासन के साथ मिलकर राहत कार्य शुरू किए। सेना की टीमें न केवल राहत सामग्री बांट रही हैं, बल्कि मलबा हटाने, रास्ते बनाने, और चिकित्सा शिविर लगाने जैसे काम भी कर रही हैं।

नगालैंड के दिमापुर में इंजीनियर टास्क फोर्स तैनात
नगालैंड के दिमापुर जिले में सिंग्रिजन कॉलोनी बाढ़ से बुरी तरह प्रभावित हुई। 10 जुलाई 2025 को दिमापुर के उपायुक्त ने भारतीय सेना से तत्काल मदद मांगी। रातोंरात 160 किलोमीटर का सफर तय कर सिंग्रिजन कॉलोनी में मदद पहुंचाई गई। सेना ने तुरंत एक इंजीनियर टास्क फोर्स (ETF) को तैनात किया। इस टीम ने सिंग्रिजन कॉलोनी में फंसे लोगों को निकालने और राहत सामग्री पहुंचाने का काम शुरू किया। हालांकि, बाद में उपायुक्त ने मौखिक रूप से सेना की तैनाती वापस लेने की बात कही, लेकिन सेना अब भी तैयार है। असम राइफल्स में बाढ़ राहत नियंत्रण केंद्र (फ्लड रिलीफ कंट्रोल सेंटर) स्थापित किया गया है, जो किसी भी आपात स्थिति के लिए संसाधन तैयार रखे हुए है।

असम में धनसिरी नदी उफान पर
ऊपरी असम के गोलाघाट जिले में धनसिरी नदी खतरे के निशान से ऊपर बह रही थी। हालांकि, अब पानी का स्तर कम हो रहा है, लेकिन सेना हालात पर नजर रखे हुए है। अगर जरूरत पड़ी, तो तुरंत राहत कॉलम भेजे जाएंगे।
मणिपुर में नंबोल नदी ने मचाई तबाही
मणिपुर के इम्फाल पश्चिम और बिष्णुपुर जिलों में नंबोल नदी के उफान ने भारी तबाही मचाई। पानी का स्तर अब कम होने लगा है, लेकिन सेना अभी भी राहत कार्यों में जुटी है। नागरिक प्रशासन के साथ मिलकर सेना ने फंसे हुए लोगों को निकाला और जरूरी सामान बांटा। सेना और स्थानीय प्रशासन मिलकर लगातार राहत अभियान चला रहे हैं। गांवों से पानी धीरे-धीरे उतर रहा है, लेकिन कई जगहों पर हालात अब भी गंभीर बने हुए हैं।
राहत कार्यों के आंकड़े
10 जुलाई 2025 तक, भारतीय सेना ने पूर्वोत्तर में निम्नलिखित राहत कार्य किए:
- 40 राहत कॉलम तैनात किए गए, जिनमें 24 मुख्य और 16 रिजर्व कॉलम शामिल हैं।
- 3,820 लोग बचाए गए।
- 1,361 राशन पैकेट बांटे गए।
- 2,095 लोगों को चिकित्सा सहायता दी गई।
- 15,421 पानी की बोतलें बांटी गईं।
