According to defence sources and media reports, the three forces are considering the option of increasing the number of trained and experienced firewalls. According to the sources, the Indian Navy can propose to keep about 75 percent of firewalls here, while the Indian Army and Indian Air Force are in favor of increasing retention for about 50 percent. The final decision on this topic will be only after discussion with Department of Military Affairs (DMA) of the Ministry of Defence.

केवल तकनीक ही नहीं, टीमवर्क भी अहम

सूत्रों का मानना है कि किसी यूनिट की सबसे बड़ी ताकत केवल उसके हथियार नहीं होते, बल्कि उसके सैनिकों के बीच बना भरोसा और तालमेल भी होता है।

जब सैनिक लंबे समय तक एक साथ काम करते हैं, कठिन परिस्थितियों का सामना करते हैं और लगातार अभ्यास करते हैं, तब उनकी टीमवर्क क्षमता मजबूत होती है। ऐसे प्रशिक्षित सैनिक किसी भी ऑपरेशन में बेहतर प्रदर्शन कर सकते हैं।

अगर नीति नहीं बदली तो क्या होगा

सूत्रों के अनुसार यदि कुल रिटेंशन प्रतिशत में बदलाव नहीं होता, तब भी कुछ विशेष यूनिटों में अधिक अनुभवी अग्निवीरों को रखा जा सकता है।

इस मॉडल में पूरी सेना का औसत रिटेंशन 25 प्रतिशत ही रहेगा, लेकिन अत्यधिक तकनीकी या विशेष जिम्मेदारी वाली यूनिटों में नियमित किए गए अग्निवीरों की संख्या अधिक हो सकती है।

वहीं सामान्य यूनिटों में चार वर्ष की सेवा पूरी कर रहे अग्निवीरों की संख्या अपेक्षाकृत ज्यादा रह सकती है।

भैरव बटालियन का भी दिया जा रहा उदाहरण

सूत्रों के मुताबिक सेना की नई Bhairav Battalion जैसी विशेष यूनिटों में अधिक अनुभवी सैनिकों की जरूरत हो सकती है।

ऐसी स्थिति में नियमित किए गए अग्निवीरों का अनुपात इन यूनिटों में सामान्य इन्फैंट्री बटालियन की तुलना में अधिक रखा जा सकता है। हालांकि इस संबंध में कोई आधिकारिक नीति जारी नहीं की गई है।

पहले भी भेजा गया था प्रस्ताव

सूत्रों के अनुसार रिटेंशन बढ़ाने का प्रस्ताव पहले भी डिपार्टमेंट ऑफ मिलिट्री अफेयर्स को भेजा गया था।

बताया जाता है कि उस समय इस प्रस्ताव को दोबारा समीक्षा के लिए वापस भेज दिया गया था ताकि सभी पहलुओं का विस्तार से अध्ययन किया जा सके।

अब पहले बैच का चार साल का कार्यकाल पूरा होने के साथ इस विषय पर फिर चर्चा तेज हो गई है। (Agniveer Permanent Recruitment)

सेना में तेजी से चल रही है अग्निवीरों की ट्रेनिंग

सूत्रों के मुताबिक पिछले प्रशिक्षण चक्र में केवल भारतीय सेना के विभिन्न रेजिमेंटल सेंटरों में लगभग 70 हजार अग्निवीर ट्रेनिंग ले रहे थे।

अगले ट्रेनिंग साइकिल में सेना लगभग 90 हजार नई रिक्तियां जारी करने की तैयारी कर रही है। इसका उद्देश्य सैनिकों की संख्या में आई कमी को धीरे-धीरे पूरा करना भी है।

सूत्रों के अनुसार सेना आने वाले वर्षों में चरणबद्ध तरीके से भर्ती बढ़ाकर मानव संसाधन की आवश्यकता पूरी करने पर काम कर रही है।

आधुनिक सेना के लिए युवा और अनुभवी सैनिकों का संतुलन

सूत्रों का कहना है कि अग्निपथ योजना का मूल उद्देश्य सेना की औसत आयु कम रखना है ताकि जवान अधिक युवा और ऊर्जावान रहें।

दूसरी ओर, आधुनिक युद्ध में अनुभव भी उतना ही महत्वपूर्ण हो गया है। इसी वजह से अब युवा प्रोफाइल बनाए रखते हुए पर्याप्त संख्या में अनुभवी सैनिकों को भी सेवा में रखने पर विचार किया जा रहा है।

अग्निवीरों को मिल रही हैं नियमित सैनिकों जैसी कई सुविधाएं

चार वर्षों के दौरान अग्निवीरों को प्रशिक्षण, वेतन, भत्ते और छुट्टियों जैसी कई सुविधाएं नियमित सैनिकों के समान मिलती हैं।

रक्षा मंत्रालय ने विभिन्न बैंकों के साथ समझौते भी किए हैं ताकि अग्निवीरों को वित्तीय योजनाओं का लाभ मिल सके। सेवा समाप्त होने पर उन्हें सेवा निधि पैकेज भी दिया जाता है।

कौन करेगा अंतिम फैसला

सूत्रों के अनुसार रिटेंशन प्रतिशत में किसी भी बदलाव का अंतिम निर्णय रक्षा मंत्रालय और डिपार्टमेंट ऑफ मिलिट्री अफेयर्स के स्तर पर ही लिया जाएगा।

तीनों सेनाएं अपनी परिचालन जरूरत, तकनीकी आवश्यकताओं, मानव संसाधन और प्रशिक्षण से जुड़े अनुभव साझा कर रही हैं। इन्हीं आधारों पर आगे की प्रक्रिया तय की जाएगी। फिलहाल आधिकारिक नीति के अनुसार चार साल की सेवा पूरी करने के बाद अधिकतम 25 प्रतिशत अग्निवीरों को ही मेरिट और सेवा की आवश्यकता के आधार पर नियमित सैनिक के रूप में शामिल करने का प्रावधान लागू है। (Agniveer Permanent Recruitment)
