Defence Ministry Vacancies: The Ministry of Defence has taken a great administrative step towards filling up the posts vacant for reserved sections but for a long time. The Department of Defence has constituted a high level committee for identifying, reviewing and monitoring of the backlog vacancies reserved for Scheduled Caste (SC), Scheduled Tribe (ST), Other Backward Class (OBC), Economically Weaker Section (EWS) and Persons with Disabilities (PWBD).
The committee will assess the backlog vacancies present in various Directorates and Headquarters of the Department of Defence as per the order issued from the Ministry of Defence. Also, it will be able to find out why these posts have been empty for years and what administrative or procedural barriers were exposed to them.

Defence Ministry Vacancies: Additional Secretary will chair the committee
The Committee constituted by the Department of Defence shall be chaired by the Additional Secretary (Establishment). The committee has made members of the Deputy Secretary (CP), Deputy Secretary (Establishment), SC, ST, PWBD and EWS classes appointed contact officers and representatives of various Directorates and Headquarters of the Department of Defence.
The Committee has been assigned clear responsibilities. The first job will be to identify the backlog reserve vacancies present in various offices. Subsequently, the committee will examine the reasons for which these posts cannot be filled in the prescribed time.
The committee will also analyze the factors that are responsible for growing backlogs. Corrective measures will be recommended on its basis so that such a situation is not reproduced in the future. Every Six Months Review Meeting
The committee will meet at least once every six months as per the order. Data received from various Directorates and Headquarters in these meetings will be reviewed.

DOPT released a detailed office memo on 19 December 2014. The Memorandum was based on the report of the committee headed by the Secretary of the Department of Social Justice and Empowerment.
The Committee had studied the causes of SC, ST, OBC and Divyang class in the Ministries, Departments and Public Sector Undertakings of the Central Government and the reasons for backlog vacancies.

October 2014 was built in the meeting of the Action Plan
On 22nd October 2014, a high-level meeting was held at DOPT. It was attended by the officers of the Ministry of Social Justice, Ministry of Tribal Affairs, Department of Higher Education and Department of Empowerment of Persons with Disabilities.
The meeting was decided to create expert committees at its level. These committees were given responsibility to prepare data of backlog vacancies, analyze reasons and suggest solutions.

साथ ही सीधे भर्ती और पदोन्नति से संबंधित रिक्तियों का अलग-अलग रिकॉर्ड तैयार करने को कहा गया था।
विशेष भर्ती अभियानों पर दिया गया था जोर
DOPT की कार्ययोजना में विशेष भर्ती अभियान महत्वपूर्ण हिस्सा था। मंत्रालयों को निर्देश दिए गए थे कि वे बैकलॉग रिक्तियों को भरने के लिए विशेष भर्ती अभियान चलाएं।
अगर अभियान के बाद भी पद खाली रह जाते हैं तो संबंधित विभागों को पूर्व-भर्ती प्रशिक्षण कार्यक्रम आयोजित करने और पात्र उम्मीदवारों की उपलब्धता बढ़ाने के उपाय करने थे।
रिपोर्ट में यह भी कहा गया था कि भर्ती प्रक्रिया केवल विज्ञापन आधारित और पारदर्शी तरीके से ही संचालित होनी चाहिए। इसी कारण रोजगार एक्सचेंज या सीमित कैंपस भर्ती जैसे कुछ प्रस्ताव स्वीकार नहीं किए गए थे। (Defence Ministry Vacancies)
बैकलॉग बढ़ने के पीछे कई वजह
2014 की समीक्षा में बैकलॉग के कई कारण सामने आए थे। इनमें शैक्षिक योग्यता में अंतर, जागरूकता की कमी, भर्ती प्रक्रिया में देरी, तकनीकी पदों के लिए योग्य उम्मीदवारों की सीमित उपलब्धता और कुछ क्षेत्रों में प्रशिक्षण सुविधाओं का अभाव शामिल था।
विशेष रूप से एसटी वर्ग के उम्मीदवारों की उपलब्धता कुछ तकनीकी पदों पर चुनौती के रूप में सामने आई थी। इसके अलावा वैज्ञानिक और विशेषज्ञता वाले पदों पर भी रिक्तियां लंबे समय तक बनी रहती थीं।
इन समस्याओं के समाधान के लिए कौशल विकास, पूर्व-भर्ती प्रशिक्षण, योग्यता मानकों की समीक्षा और लगातार निगरानी जैसे उपाय सुझाए गए थे। (Defence Ministry Vacancies)
प्रशिक्षण और जागरूकता कार्यक्रमों पर भी रहा फोकस
डीओपीटी ने मंत्रालयों को निर्देश दिया था कि आरक्षित वर्गों के छात्रों और युवाओं को सरकारी नौकरियों के अवसरों के बारे में अधिक जानकारी दी जाए।
इसके लिए रोजगार समाचार, क्षेत्रीय समाचार पत्रों और सरकारी वेबसाइटों का इस्तेमाल करने की सलाह दी गई थी। सार्वजनिक क्षेत्र के उपक्रमों को उन राज्यों और केंद्र शासित प्रदेशों में जागरूकता कार्यक्रम चलाने के लिए कहा गया था जहां आरक्षित वर्गों की आबादी अधिक है।
साथ ही ऐसे कर्मचारियों के लिए ऑन-द-जॉब ट्रेनिंग की भी सिफारिश की गई थी जिन्हें आरक्षण के तहत नियुक्त किया गया है, ताकि वे अपनी क्षमता और दक्षता को और बेहतर बना सकें। (Defence Ministry Vacancies)
