IAF Chief France Visit: Indian Air Force Chief Air Chief Marshal Amar Preet Singh is on a three-day France visit. This tour is happening at a time when India is advancing the procurement process of 114 new Rafale fighter jets. This proposed deal is being counted in the largest fighter aircraft purchase plans of Indian Air Force history.
India in accordance with the sources of Ministry of Defence 114 Rafael France has officially shipped Letter of Request (LOR) for purchase of aircraft. This document was handed over to the French government by the Exposition Wing of the Ministry of Defence last week. Now France will send its response to price, availability, production arrangement and logistic support in the next two to three months. Thereafter the formal interaction between the two countries will begin. Officers believe that this deal can be finalized within the next one year.

Air Chief Marshal Travelling to Amar Preet Singh is not only a formal visit. During this time, the leading Aerospace Company of France is likely to be from the senior officials of the 10th Aviation and the Missile Maker company MBDA.
Tenth Aviation is the company that makes Rafael fighter aircraft. While MBDA creates advanced missiles like mitiore and scalp. In addition to the Rafael deal, the focus of the interaction will also remain on the integration of Indian arms, technical cooperation and production arrangement in India.

Why India Wants to Buy 114 New Rafael
Indian Air Force has long been facing the lack of fighter squadron. The Air Force’s Approved Capacity is of 42 Squadron, but currently it is number 29. This challenge has increased and after phased farewell of old Mig-21 and other planes.
The scheme of 114 new fighter planes has been prepared under the Multi Rollfighter Aircraft Program to remove the corresponding reduction. Rafael is being the strongest contender in this race as Indian Air Force is already operating 36 aircraft.
The arrival of Raphael will help the air Force stand new squadron and its operational capacity will be strengthened on many fronts.
Previously India has purchased Rafael
Rafael is not new among India and France. The procurement of 36 Rafael aircraft was compromised between the two countries in the year 2016. The supply of these aircraft is complete and they are deployed on Ambala and Hashimara Airbase.
Over the years Raphael Has contributed to the capacity of Indian Air Force. That is now being considered the purchase of a large number of additional Raphael aircraft.
Defence experts believe that it will be relatively easy to include the new fleet of Rafael due to pre-existing infrastructure, trained pilots and technical staff.
About 90 aircraft
इस प्रस्तावित सौदे की सबसे महत्वपूर्ण बात यह है कि पहली बार राफेल लड़ाकू विमान का उत्पादन फ्रांस के बाहर किया जाएगा। सूत्रों के अनुसार 114 विमानों में से 94 राफेल भारत में बनाए जाएंगे। इसके लिए फ्रांसीसी कंपनी दसॉ एविएशन किसी भारतीय साझेदार के साथ मिलकर उत्पादन लाइन स्थापित करेगी। शेष 20 विमान फ्रांस से सीधे भारतीय वायुसेना को मिलेंगे।
रक्षा मंत्रालय के अधिकारियों के अनुसार इस कार्यक्रम में लगभग 50 प्रतिशत स्थानीयकरण (लोकलाइजेशन) का लक्ष्य रखा गया है। इसके तहत भारतीय हथियारों, भारतीय डेटा लिंक और कई स्वदेशी प्रणालियों को भी विमान में एकीकृत करने की अनुमति होगी। यही वजह है कि इस परियोजना को “मेक इन इंडिया” और “आत्मनिर्भर भारत” अभियान के सबसे बड़े रक्षा कार्यक्रमों में से एक माना जा रहा है।
राफेल कार्यक्रम को मेक इन इंडिया अभियान से भी जोड़कर देखा जा रहा है। यदि बड़ी संख्या में विमान भारत में बनते हैं तो इससे रक्षा उत्पादन क्षेत्र को बड़ा प्रोत्साहन मिलेगा।
विमानों के निर्माण में शामिल होने वाली भारतीय कंपनियों को अत्याधुनिक तकनीक के साथ काम करने का अवसर मिलेगा। इससे देश में रक्षा उत्पादन से जुड़ी सप्लाई चेन भी मजबूत होगी।
पहली बार फ्रांस के बाहर बनेगा राफेल
रक्षा सचिव राजेश कुमार सिंह पहले ही स्पष्ट कर चुके हैं कि इस कार्यक्रम की सबसे बड़ी विशेषता यह होगी कि राफेल का निर्माण पहली बार फ्रांस के बाहर भारत में होगा। साथ ही भारतीय हथियारों और भारतीय प्रणालियों के एकीकरण पर भी भारत को पर्याप्त अधिकार मिलेंगे। भारतीय नौसेना के लिए राफेल-एम विमानों की डिलीवरी 2028 से शुरू होने की उम्मीद है, जबकि वायुसेना के लिए नए राफेल विमानों की आपूर्ति उसके बाद शुरू हो सकती है।
176 तक पहुंच जाएगी भारतीय राफेल बेड़े की संख्या
भारतीय वायुसेना पहले ही 36 राफेल लड़ाकू विमान शामिल कर चुकी है। इसके अलावा Indian Navy के लिए 26 राफेल-एम विमानों का सौदा भी हो चुका है। इस तरह 62 राफेल विमानों का ऑर्डर पहले से दिया जा चुका है।
यदि 114 नए राफेल विमानों का यह सौदा पूरा होता है तो भारत के पास कुल राफेल विमानों की संख्या 176 हो जाएगी। नौसेना ने भविष्य में अतिरिक्त राफेल-एम विमानों की जरूरत भी जताई है, जिससे यह संख्या और बढ़ सकती है।
राफेल क्यों माना जाता है खास
राफेल को दुनिया के सबसे आधुनिक बहुउद्देश्यीय लड़ाकू विमानों में गिना जाता है। यह एक ऐसा विमान है जो हवाई युद्ध, जमीनी हमले, समुद्री मिशन और लंबी दूरी की स्ट्राइक जैसे कई कार्य एक साथ कर सकता है।
इस विमान में आधुनिक रडार, इलेक्ट्रॉनिक वारफेयर सिस्टम और उन्नत सेंसर लगे होते हैं। इसके साथ मीटिओर, माइका और स्कैल्प जैसी आधुनिक मिसाइलों का उपयोग किया जा सकता है।
भारतीय वायुसेना के पास मौजूद राफेल विमानों में भारत की जरूरतों के अनुसार कई विशेष सुधार भी किए गए हैं।
एलओआर से लेकर अनुबंध तक क्या होगी प्रक्रिया
रक्षा खरीद प्रक्रिया में लेटर ऑफ रिक्वेस्ट एक महत्वपूर्ण चरण माना जाता है। इसके जरिए भारत आधिकारिक रूप से फ्रांस को अपनी आवश्यकता और शर्तों की जानकारी देगा।
फ्रांस की ओर से जवाब मिलने के बाद कीमत, उपलब्धता, उत्पादन व्यवस्था और तकनीकी सहयोग जैसे मुद्दों पर बातचीत शुरू होगी।
इसके बाद औपचारिक रिक्वेस्ट फॉर प्रपोजल जारी किया जाएगा। दोनों पक्षों के बीच कई दौर की वार्ता होगी। अंत में सुरक्षा मामलों की कैबिनेट समिति की मंजूरी मिलने के बाद अंतिम अनुबंध पर हस्ताक्षर किए जाएंगे।
