AFMS PG: Delhi High Court has issued significant orders in ongoing disputes regarding allocation of post graduate medical seats in Armed Forces Medical Services (AFMS). The court has given interim relief to petitioners while releasing notice to the Central Government on the Ret Petition.
The case is linked to the uneven allocation of medical PG seats (AFMS PG) in the AFMS institutions, in which former military officer doctors have accused of discrimination. On behalf of the petitioners, the lobbyist Advocate is Satyam Singh Rajput.

Advocate Satyam Singh reported that this petition has been filed under the AFMS on the MD/MS/DNB PG admission process of 2025–28 sessions. The petition stated that 210 seats were reserved for the first priority (service officer) in the seat matrix released by AFMS, while the rest of 207 seats left open for all other categories (primacy 2, 3, 4, 5).
Earlier, the military officer (primaryness 4) doctors are not able to get their hack seats. He accused that such a systemic discrimination has occurred with doctors serving the country for a long time.
Petitioners say that most of the clinical seats in the existing arrangement are going to Priority 3 and Priority 5 candidates, thereby reducing the opportunities for qualified and experienced former soldiers.
Justice Vikas Mahajan’s bench, hearing the case, acknowledged his interim proprietor while releasing notice to the Central Government and the AFMS officers, taking into account the serious issues raised by petitioners.
The Court directed that no final decision to be taken at the moment the seat allocation process (AFMS PG), so that the interest of former military doctors can be safe. The next hearing of the case is decided on November 7, 2025. On that day the court will make detailed hearings on the issue and decide whether the existing seat distribution system of AFMS is in accordance with Article 14, 16 and 21 of the Constitution.
PG seats (AFMS PG) have been allotted arbitrary and discriminatory. He also claimed that some officers of Priority-1 category were transferred to Priority-4 (X Servicemen) after examination, which is a violation of the rules.
According to the information, it happened when some authorities found NOC after NEET-PG2025 exam (3 August 2025). He says that this step is a violation of Clause 24(A) of Information Bulletin, with clear provisions that NOCs issued after the examination cannot be accepted for priority 4 eligibility. The court has seriously asked the government to ensure transparency in such cases.
The petitioners also appealed to the court to examine all the release Orders and NOCs that have been released after August 1, 2025, to prevent rigging after the test result. Petitioners said that the principle of equal opportunity should be applied in the AFMS institutions and the contribution of former troops cannot be ignored. He said the doctors who come to Priority 4 have served in tough areas and should also get the same stake in PG seat allocation (AFMS PG).
