Scorpene MoU: India and Brazil have knocked an agreement to enhance the maintenance and technical cooperation of Scorpene-class submarines. Handcrafted on an important Memorandum of Understanding between the Navys of both the countries and the Mazgaon Dock Shipbuilders Limited of India on Tuesday. The agreement took place in the presence of Indian Navy Chief Admiral Dinesh K. Tripathi on the visit of Brazil.

According to the Indian Navy, the MoUs range from the maintenance of Scorpion-class submarines and other naval platforms. In addition, this agreement also includes life-cycle support, technical cooperation and training facilities. The navy said that this agreement will increase cooperation between the defence companies and government agencies of both countries.

Scorpene-class submarines are state-of-the-art diesel-electric submarines, which India has paved under project-75 in partnership with France’s Naval Group. India has six Calvary-class submarines at the moment, while Brazil also operates its Ryachulo-class Scorpene Submarine.

नौसेना ने बताया कि यह एमओयू मेंटेनेंस, लॉजिस्टिक्स और ट्रेनिंग में अनुभव साझा करने और दोनों देशों की सबमरीन सपोर्ट कैपेबिलिटी बढ़ाने में मदद करेगा। इससे लंबे समय तक सबमरीन को सुरक्षित और प्रभावी तरीके से ऑपरेट किया जा सकेगा। भारत के लिए यह कदम इसलिए भी महत्वपूर्ण है, क्योंकि भविष्य में भारत में पूरी तरह से स्वदेशी सबमरीन बनाई जा सकेंगी।

एडमिरल दिनेश त्रिपाठी 9 से 12 दिसंबर तक ब्राजील के दौरे पर हैं। इस दौरान वह ब्राजील के रक्षा मंत्री होजे मुसियो, ब्राजीलियन आर्म्ड फोर्सेज के चीफ ऑफ जॉइंट स्टाफ एडमिरल रेनेटो फ्रीरे और ब्राजीलियन नौसेना प्रमुख एडमिरल मार्कोस ओल्सेन से मुलाकात करेंगे। इन बैठकों में दोनों देशों के समुद्री सहयोग, ऑपरेशनल लिंक और संयुक्त ट्रेनिंग जैसे मुद्दों पर चर्चा होगी।

नौसेना के अनुसार यह यात्रा भारत-ब्राजील सामरिक साझेदारी को मजबूत बनाएगी। दोनों देश हिंद महासागर और दक्षिण अटलांटिक क्षेत्रों में समुद्री सुरक्षा से जुड़े कई मुद्दों पर साथ मिलकर काम कर रहे हैं। स्कॉर्पीन सबमरीन इस सहयोग का महत्वपूर्ण हिस्सा हैं, क्योंकि इनका डिजाइन और तकनीक दोनों देशों के लिए समान है।

एमडीएल भारत का प्रमुख शिपयार्ड है, जिसने मुंबई में सभी छह स्कॉर्पीन-क्लास पनडुब्बियों का निर्माण किया है। ब्राजील ने भी भारत की ओर से डेवलप मेंटेनेंस सिस्टम में रुचि दिखाई है। यह समझौता तकनीकी अनुभवों के आपसी आदान-प्रदान को बढ़ावा देगा और दोनों देशों को बेहतर और अधिक सुरक्षित सबमरीन ऑपरेशन में मदद करेगा।

भारतीय नौसेना ने कहा कि यह समझौता रिसर्च एंड डेवलपमेंट में भी नए अवसर खोलेगा। खासकर स्कॉर्पीन सबमरीन के लिए नए अपग्रेड, वेपन सिस्टम और आधुनिक तकनीकों पर संयुक्त काम होने की संभावना बढ़ेगी।

भारत और ब्राजील पहले से ही रक्षा क्षेत्र में करीबी सहयोग रखते हैं। इसी साल अक्टूबर में रक्षा मंत्री राजनाथ सिंह ने ब्राजील के उपराष्ट्रपति जेराल्डो अल्कमिन से मुलाकात की थी। उस बैठक में दोनों देशों ने रक्षा निर्माण, को-डेवलपमेंट और को-प्रोडक्शन पर मिलकर काम करने की सहमति जताई थी।

ब्राजील के साथ यह समझौता भारत की टैगलाइन आत्मनिर्भर भारत को भी मजबूत करेगा। स्कॉर्पीन-क्लास सबमरीन का मेंटेनेंस अब भारत और ब्राजील दोनों देशों में घरेलू स्तर पर किया जा सकेगा। इससे लागत कम होगी और तकनीकी आत्मनिर्भरता बढ़ेगी।
