India-China Talks: The 23rd Core Commander Level Meeting between India and China was held on 25th October 2025 at Laddakh’s Agile-Moldo Border Point. In this meeting, the senior military officials from both countries once again negotiated the LAC to maintain peace and stability. Four days after the meeting, on October 29, both India and China issued its official statement. The two countries said that peace remains in the border areas and the process of interaction will continue further.
India-China Talks: What Indian Ministry of External Affairs said
The Indian Ministry of External Affairs reported in its statement that the meeting took place in the "Friendly and harmonious environment". The Ministry said it was the first meeting of General Level Mechanism in the Western Sector, which was held on 19th August 2025 after the 24th Special Representative interaction. India also clarified that the meeting took place at the Chushull-Moldo Border Point of the Indian side.
According to the Ministry of External Affairs, the progress taken after the 22nd Core Commander meeting in October 2024 was reviewed in the conversation. The Ministry said that in the last year, LAC remains peace and stability. India further emphasized solving any local issue through existing mechanisms such as Working Mechanism for Consultation and Coordination and Core Commander level meetings.
India’s stance in the statement was clear that the negotiation process should continue in a structured manner for peace and stability. The Ministry of External Affairs stated that the two sides insisted on following the existing methods of interaction in border areas with mutual consent.
India-China Talks: What was said from China side
While the statement issued on behalf of China came through the China Military Online and the Spokesperson of the Chinese Ministry of Defence U Jing. China wrote the meeting as "Moldo-Kushul" saying that the talk took place on India’s side i.e. in Chushula. China told the meeting "Active and Intensive Negotiations" and said that both countries discussed the Western part of Border Management (Western section).
The statement of China also stated that the meeting took place under the "critical consensus" built between the leaders of both countries. China added that the interaction will be continued through military and diplomatic channels in the future so that peace and stability remain on the border.
India-China Talks: What not said China
Interestingly, China noted the 22nd meeting in its statement, nor wrote a few in the 24th Special Representative conversation. While India stressed the continuation of the interaction, China prioritized the leadership level consensus by giving an indirect reference to Prime Minister Narendra Modi and President Xi Jinping’s meeting in his statement.
India-China Talks: What does both countries mean messages
Experts believe that the statements of both countries convey almost a similar message, i.e. "the peace remained, the conversation continued". But their terms and preferences have a difference. India’s stance is fully process-focused, i.e. India is moving under a fixed process, while China is adopting a leadership-focused approach.
India wants to show that after the Galvan Valley conflict (2020), the process of interaction began has significantly progressed in relationships between the two countries. The steps taken like disengagement, buffer zone and regular interaction have sustained the situation. While China is indicating that its top leadership’s "understanding" remains peace on the border.
India-China Talks: Why is Ahmad Meeting
This meeting is therefore being considered to be Ahmed as the forces of about 50 thousand of the two countries are still deployed on LAC despite the beginning of the winter season. However, there was no formal declaration on number reduction of soldiers or new disengagement points in this meeting.
This was the first time after the Special Representative talk of August 2025 when both countries discussed so extensively at the military level. The meeting agreed upon the formation of a new working group, which would work on issues such as border management and petroling restoration.
According to the statement of the Ministry of External Affairs, both India and China consider peace as the biggest priority on the LAC. India says that there should be no new activity on the boundaries that the situation buzzed. China also said that "As agreed between the two countries, the confrontation in border areas will be avoided and peace will be retained. ""
This meeting is part of the negotiation process released since the Galvan conflict of 2020. There have been a total of 23 meetings between the Corps Commanders of both the countries since that conflict, aimed at reducing stress on LAC and restoring mutual trust.
The future can rise in military detention
अंतरराष्ट्रीय मामलों के जानकार डॉ. ब्रह्मा चेलाने कहते हैं, “दोनों देशों के बीच बातचीत जारी है, लेकिन अभी भी कुछ महत्वपूर्ण अनसुलझे इलाकों पर बातचीत होनी है। पूर्वी लद्दाख में दोनों तरफ लगभग 50,000 से 60,000 सैनिक तैनात हैं, जो बताते हैं, हालात अभी भी नाजुक हैं। वहीं, चीन पूरे हिमालयी मोर्चे पर नए परमानेंट स्ट्रक्चर बना कर, और अग्रिम मोर्चों पर तैनाती करके सिस्टेमेटिक तरीके से मिलिटराइजेशन कर रहा है, जिससे भविष्य में सैन्य गतिरोध और बढ़ने की संभावना है।”
फिलहाल, 23वीं बैठक से यह स्पष्ट संकेत मिला है कि भारत और चीन दोनों शांति और आपकी बातचीत को सर्वोच्च प्राथमिकता दे रहे हैं। जबकि कोई बड़ा समझौता नहीं हुआ है, लेकिन मौजूदा स्थिति को स्थिर रखना दोनों की प्राथमिकता बनी हुई है।
