India Conventional Missile Force: Defence Secretary Rajesh Kumar Singh has indicated significant changes in India’s defence strategy. So far the missiles were mainly seen as nuclear power, but now the government has cleaned that it is changing thinking. The Defence Secretary has said that India is now working towards strengthening the Conventional Missile Force i.e. traditional missile capacity, considering the changing global conditions and neighbouring countries’ activities.

This statement of the Defence Secretary came at a time when the way of war in many parts of the world is rapidly changing and the missiles are used not just as nuclear weapons, but also directly in the battlefield.

India Conventional Missile Force: Revealing Missiles

In a Curriculum held in New Delhi Defence Secretary In the neat words said that earlier it was believed that the missiles will be used mostly for strategic purposes, but now it has changed "paradime". This means that now the missiles will be prepared not just as a nuclear backup, but also for use directly in the battlefield.

He said that India has forced India to reconsider its strategy by trying to increase the traditional missile potential on the West Asia and Pakistan side.

Now the missiles are being seen as weapons not just far afraid, but directly used during the war.

पिछले कुछ समय में वेस्ट एशिया में हुए संघर्षों ने यह दिखाया है कि मिसाइल और ड्रोन अब युद्ध का मुख्य हिस्सा बन चुके हैं। इजरायल-ईरान के बीच तनाव, हूती हमले और अन्य घटनाओं में देखा गया कि पारंपरिक मिसाइलों का बड़े पैमाने पर इस्तेमाल हुआ। इन घटनाओं ने यह स्पष्ट किया कि बिना परमाणु हथियारों के भी मिसाइलों के जरिए बड़े सैन्य और रणनीतिक लक्ष्य हासिल किए जा सकते हैं।

पाकिस्तान बढ़ा रहा मिसाइल क्षमता

Defence Secretary ने यह भी संकेत दिया कि पाकिस्तान लगातार अपनी मिसाइल ताकत को बढ़ा रहा है।

पाकिस्तान की बाबर, राद और शाहीन जैसी मिसाइलें जैसी मिसाइलें अब सिर्फ स्ट्रैटेजिक नहीं बल्कि कन्वेंशनल रोल में भी इस्तेमाल के लिए तैयार की जा रही हैं। ऐसे में भारत के लिए भी अपनी क्षमता को उसी स्तर पर ले जाना जरूरी हो गया है।

“कन्वेंशनल मिसाइल फोर्स” का क्या है मतलब

कन्वेंशनल मिसाइल फोर्स का मतलब है ऐसी मिसाइलें जो बिना न्यूक्लियर वॉरहेड के इस्तेमाल की जाएं, लेकिन उनकी मारक क्षमता और सटीकता इतनी ज्यादा हो कि वे बड़े सैन्य ठिकानों, एयरबेस, कमांड सेंटर और लॉजिस्टिक्स नेटवर्क को नुकसान पहुंचा सकें। इस तरह की फोर्स का मकसद दुश्मन पर दबाव बनाना होता है, ताकि बिना न्यूक्लियर एस्केलेशन के ही युद्ध में बढ़त हासिल की जा सके। इसे “मिसाइल-बेस्ड कन्वेंशनल डिटरेंस” भी कहा जाता है।

अब उत्पादन बढ़ाने पर जोर

सरकार ने यह भी साफ किया है कि मिसाइल उत्पादन को तेजी से बढ़ाया जाएगा। अब तक मिसाइल निर्माण में मुख्य रूप से डीआरडीओ और एक पब्लिक सेक्टर यूनिट पर ज्यादा निर्भरता रही है। लेकिन अब इस व्यवस्था को बदलने की तैयारी है। रक्षा सचिव ने कहा कि उत्पादन को बढ़ाने के लिए पूरे इंडस्ट्री सेक्टर को इसमें शामिल किया जाएगा। निजी कंपनियों को भी इस क्षेत्र में ज्यादा भूमिका दी जाएगी, ताकि उत्पादन तेजी से बढ़ सके।

वहीं, पहले रक्षा परियोजनाओं में लंबा समय सिर्फ मंजूरी और प्रक्रिया में लग जाता था। अब सरकार इस सिस्टम को बदल रही है। डिफेंस सेक्रेटरी के मुताबिक, फोर्स तैयार करने की प्रक्रिया और इंडस्ट्री को सप्लाई ऑर्डर देने का काम साथ-साथ चलेगा।

इसका फायदा यह होगा कि जब तक फोर्स औपचारिक रूप से तैयार होगी, तब तक मिसाइलों का पर्याप्त स्टॉक भी उपलब्ध रहेगा। यह मॉडल तेज और अधिक प्रभावी माना जा रहा है।

“सुदर्शन चक्र मिशन” का किया जिक्र

इस दौरान प्रधानमंत्री द्वारा घोषित सुदर्शन चक्र मिशन का भी जिक्र किया गया। यह एक मल्टीलेयर एयर डिफेंस और ऑफेंसिव सिस्टम के रूप में देखा जा रहा है। इस मिशन पर काम शुरू हो चुका है और डीआरडीओ चेयरमैन की अगुवाई में इस मिशन की प्री-फिजिबिलिटी रिपोर्ट पहले ही तैयार हो चुकी है और इसे आगे बढ़ाने पर काम चल रहा है। इसका उद्देश्य एक ऐसा नेटवर्क बनाना है, जिसमें एयर डिफेंस, रडार और मिसाइल सिस्टम एक साथ काम करें।

ऑपरेशन सिंदूर के बाद आई कॉन्ट्रैक्ट्स में तेजी

डिफेंस सेक्रेटरी ने बताया कि हाल के ऑपरेशनों और संघर्षों से कई महत्वपूर्ण सबक मिले हैं। ऑपरेशन सिंदूर के बाद भारत ने करीब 30,000 करोड़ रुपये के कॉन्ट्रैक्ट्स दिए, जिनमें ड्रोन, काउंटर-ड्रोन सिस्टम, लॉइटरिंग म्यूनिशन और इलेक्ट्रॉनिक वॉरफेयर उपकरण शामिल हैं।

उन्होंने बताया कि पिछले ढाई साल में करीब 4.5 लाख करोड़ रुपये के रक्षा सौदे किए गए हैं। रक्षा मंत्रालय अब फास्ट-ट्रैक प्रोक्योरमेंट पर भी काम कर रहा है। इसका उद्देश्य यह है कि जरूरत के हिसाब से हथियार और सिस्टम जल्दी खरीदे जा सकें। यह भी बताया कि मौजूदा प्रक्रिया के अंदर रहते हुए भी काम को तेज किया जा सकता है, अगर उसे सही तरीके से आगे बढ़ाया जाए।
