Drone Security: Smuggling of Components

Sources reported that the biggest problem is that it’s difficult to find out where the essential components used in the drone are becoming and where they are coming from. These include electronic speed controller, flight controller, transmitter, receiver, encryption and authentication system. Many of these components are suspected that they have come from China. Many of these components are brought to India through smuggling, this supply chain is used to hide. These are brought to India from many countries, which do not show where they have been built and in which country. While these components are also used in many drones in India. It’s hard to find out if it’s made in China.

Drone Security: DJI Drone in Indian Army

Drone Security: China’s cyber security law threat

सूत्रों का कहना है कि चीन का 2015 का साइबर सुरक्षा कानून एक बड़ा खतरा है। इस कानून के तहत हर चीनी कंपनी को अपने प्रोडक्ट्स से जुड़ा डेटा सरकार के साथ साझा करना जरूरी है, चाहे वह डेटा चीन के अंदर से आया हो या दुनिया के किसी और हिस्से से। रक्षा सूत्रों के मुताबिक, इसका मतलब है कि अगर भारतीय सेनाओं के ड्रोन सिस्टम में चीनी सब-सिस्टम लगा है, तो उसकी मदद से लाइव या रिकॉर्डेड डेटा चीन तक पहुंच सकता है। यह डेटा दुश्मन देशों के सर्वर तक जा सकता है और भारत की सुरक्षा को बड़ा खतरा पैदा कर सकता है।

Drone Security: विदेशी सैटेलाइट का इस्तेमाल

भारतीय सेनाओं के लिए दूसरी बड़ी समस्या है ड्रोन ऑपरेशन में विदेशी सैटेलाइट नेटवर्क का इस्तेमाल। अभी भारतीय सेना के कई ड्रोन स्टारलिंक या चीन के कियानफान जैसे विदेशी सैटेलाइट पर निर्भर हैं। भारत का स्वदेशी नेविगेशन सिस्टम NavIC अभी पूरी तरह से काम नहीं कर रहा है। इसके चलते भारत को विदेशी जीपीएस पर भरोसा करना पड़ रहा है। बता दें कि 1999 के कारगिल युद्ध के दौरान अमेरिका ने भारत को जीपीएस डेटा देने से मना कर दिया था।

Drone Security: नौसेना भी विदेशी कंपनियों पर निर्भर

सूत्रों के मुतााबिक भारतीय नौसेना के बेड़े में मौजूद कई रिमोटली पायलेटेड एयरक्राफ्ट (RPA) भी विदेशी कंपनियों पर निर्भर हैं। वहीं नौसेना को समुद्री नक्शे (mapping) के लिए उन्हें विदेशी ऑरिजनल इक्विपमेंट्स मैन्युफैक्चर्रर्स के पर भरोसा रहना पड़ता है, जो ऑपरेशनल इंडीपेंडेंस के लिहाज से सही नहीं है। इसके अलावा, नौसेना के ड्रोन ऐसे सॉफ्टवेयर्स पर चलते हैं जिन्हें समय-समय पर अपडेट की जरूरत होती है। ये अपडेट विदेशी कंपनियों से भेजे जाते हैं। सूत्र बताते हैं कि अपडेट्स में लंबा वक्त लगता है और उस दौरान सिस्टम के हैक होने का डेटा चोरी होने का बड़ा खतरा होता है। इसके अलावा नौसेना भी विदेशी सैटेलाइट सर्विस प्रोवाइडर्स पर भी निर्भर है, जिससे ऑपरेशनल डेटा के लीक होने का खतरा हमेशा बना रहता है।

एक साल से अटकी है पॉलिसी!

सूत्रों के मुताबिक, भारत सरकार जल्द ही सेना में इस्तेमाल होने वाले ड्रोनों के लिए सिक्योरिटी फ्रेमवर्क पॉलिसी लाने की तैयारी कर रही है। आर्मी डिजाइन ब्यूरो की तरफ से इसका प्रपोजल सरकार को पहले ही सौंपा जा चुका है। सितंबर या अक्टूबर तक इस पॉलिसी को मंजूरी मिल जाएगी। लेकिन तब तक भारतीय सेनाओं को ऐसे सिस्टम्स पर काम करना पड़ रहा है, जिनमें न केवल संदिग्ध विदेशी तकनीक शामिल है, बल्कि डेटा लीक और हैकिंग का खतरा भी लगातार बना हुआ है।

भारतीय बाजार में उपलब्ध ज्यादातर ड्रोन और क्वाडकॉप्टर या तो पूरी तरह चीनी हैं या फिर उनमें चीनी कंपोनेंट्स का इस्तेमाल किया गया है। जिसके चलते सेना ने ड्रोन खरीद से जुड़ी नई नीति लागू की है। पहले केवल इतना सर्टिफिकेट देना काफी होता था कि ड्रोन में कोई चीनी कंपोनेंट का इस्तेमाल नहीं हुआ है। लेकिन अब इसके साथ एक और जरूरी शर्त जोड़ दी गई है।

कंपनियों को यह भी सर्टिफिकेट देना होगा कि ड्रोन में कोई “मिलिशियस कोड” यानी ऐसा सॉफ्टवेयर या प्रोग्राम मौजूद नहीं है, जो सिस्टम को हैक कर सके या नेटवर्क को नुकसान पहुंचा सके। जांच के दौरान जिन ड्रोनों में चीनी पार्ट्स पाए जाते हैं, उन्हें तुरंत रेस से बाहर कर दिया जाता है और संबंधित कंपनियों के कॉन्ट्रैक्ट रद्द कर दिए जाते हैं। इसी के चलते पिछले साल एक कंपनी का बड़ा कॉन्ट्रैक्ट रद्द कर दिया गया था। सेना ने इस कंपनी से तीन अलग-अलग तरह के लॉजिस्टिक ड्रोनों की खरीद का ऑर्डर दिया था। लेकिन जांच में गड़बड़ी सामने आने के बाद सौदा रोक दिया गया। रिपोर्ट्स के मुताबिक, जिन ड्रोनों की डिलीवरी कैंसिल की गई, उनकी संख्या लगभग 400 के आसपास थी।

साथ ही, रक्षा मंत्रालय में इस सुझाव पर भी चर्चा हो रही है कि यूएवी और काउंटर-यूएवी के अहम पुर्जों को “पॉजिटिव इंडिजेनाइजेशन लिस्ट” में जोड़ा जाए। इसका मतलब यह होगा कि तय समय सीमा के बाद इन पुर्जों का आयात पूरी तरह बंद कर दिया जाएगा और इन्हें सिर्फ भारत में ही बनाया जाएगा। साथ ही मार्च 2019 में जारी की गई “डिफेंस प्लेटफॉर्म्स में इस्तेमाल होने वाले कंपोनेंट्स और स्पेयर्स की इंडिजेनाइजेशन पॉलिसी” की दोबारा समीक्षा करने की बात भी कही गई है। इसके तहत भारतीय कंपनियों द्वारा बनाए गए पुर्जों का मुफ्त और बिना किसी शर्त के टेस्टिंग की जा सकेगी।
