यह पहल एक अच्छा कदम है, लेकिन यह तब ही सफल होगी जब सभी जवानों की आवाज़ को बराबर सम्मान मिलेगा। क्योंकि OROP (वन रैंक वन पेंशन) के हालिया संशोधन के तहत बहुत से पूर्व सैनिकों ने निराशा जताई है, क्योंकि उनकी पेंशन में मामूली या बिल्कुल भी वृद्धि नहीं हुई है। केंद्र सरकार ने जुलाई 2024 से OROP का तीसरा संस्करण (OROP-3) लागू किया और रक्षा मंत्रालय ने 4 सितंबर 2024 को इसकी संशोधित पेंशन दरों के साथ एक अधिसूचना जारी की थी।

कई पूर्व सैनिक, विशेषकर जेसीओ रैंक के नीचे के जवानों की पेंशन में मामूली बढ़ोतरी के कारण असंतोष व्यक्त कर रहे हैं। उदाहरण के लिए, असम के ऑनरी कैप्टन लक्षी नाथ सैकिया ने बताया कि 33 साल की सेवा के बावजूद उनकी पेंशन में कोई वृद्धि नहीं हुई। इसी तरह, पूर्व सैनिक समित्तर सिंह ने बताया कि उनकी पेंशन केवल 1 रुपये बढ़ी और दो महीने का एरियर केवल 2 रुपये रहा, जिससे उनका परिवार अत्यधिक निराश हुआ।

नौसेना के रिटायर्ड जवान अखिल राय और वायुसेना से रिटायर्ड तोमर ने भी इस मुद्दे पर अपने विचार साझा किए। उनका मानना है कि ओआरओपी-3 संशोधन के दौरान MACP को ध्यान में नहीं रखा गया, जिससे एयर वेटरंस की पेंशन निचले स्तर पर संशोधित हुई। वहीं, वीर नारियों की फैमिली पेंशन में भी बढ़ोतरी न होने से परिवारजनों ने निराशा जताई है। त्रिपुरा की वीर नारी रंजना शर्मा के पुत्र ने इस पर सरकार से सवाल किए।

भूतपूर्व सैनिकों का मानना है कि OROP का यह नया संशोधन सरकार के पेंशन खर्च को कम करने की योजना का हिस्सा है। रिटायर्ड लेफ्टिनेंट कर्नल गुरप्रकाश सिंह विर्क और अन्य सैनिकों का कहना है कि सरकार अग्निवीर योजना को लागू करके पेंशन खर्च बचाने की कोशिश कर रही है, जबकि इस कदम से सेना की ऑपरेशनल तैयारियों पर भी असर पड़ सकता है।

पूर्व नौसेना प्रमुख एडमिरल करमबीर सिंह और लेफ्टिनेंट जनरल एचएस पनाग जैसे वरिष्ठ सैन्य अधिकारियों ने भी पेंशन और भर्ती के मसले पर अपने विचार व्यक्त किए हैं, जिससे यह मुद्दा और गहराई से सामने आया है।

Defence Forces Await Green Clearance for Strategic Ammo Storage in Ladakh

Defence: The Ministry of Defence, India has sought environmental clearance for building additional ammunition storage in Ladakh. This step of the army will help ensure availability of necessary war material during deployment in border areas. Under this scheme, mainly emphasises on increasing storage capacities in the forward areas of East Ladakh, which is close to China border. These are the areas where the detention between India and the Chinese army began after the violence in the Gulf in 2020.

In addition, the Army has also introduced proposals to strengthen the presence in a village Lukung and Durbook terrain, situated on the banks of the Pongongong Tasto Lake. The Ministry of Defence had sent the Ministry of Environment from April to July this year and waits for approvals. The army says it is necessary to ensure ammunition availability in further areas for the war in the early stage in Ladakh.

Defence Forces Await Green Clearance for Strategic Ammo Storage in Ladakh

The proposals include the provision of creating strategic ammunition storage facility (Formation Ammunition Storage Facility) near Hanley and Foty La as well as creating Underground Cavern in other places. These facilities are to be built in important sites where the army is already deployed. It also proposes to increase the permanent presence of military forces in areas such as Hanley, Foti La, Punguk and Coul. Foti La, which is one of the world’s highest motorable passes, is located at a distance of only 30 km from the Hanley and it is also the way to go to Damchok.

At present, most of the storage of the ammunition is being carried out temporarily and is about 250 km from the Hanley and 300 km from Futi La. There are blockages in supplying military materials in such a way that are affecting operational preparations. Being a proper storage facility will solve this problem, allowing units to be deployed faster when needed.

In addition, the proposal to create the Underground Cavern is also being considered important to strengthen the operational preparations, especially in areas around the Eastern Ladakh and the actual control line. These cavern facilities are being considered important to enhance military capabilities in the field.

The Indian Army already has a number of temporary facilities, but has felt the need to permanentize these facilities since the clashes with Chinese forces in 2020. Environmental clearance is required for the construction of new ammunition storage facilities in these areas under Changthang Wildlife Sanctuary.

Pinaca MBRL System, which has been developed by India’s Defence Research and Development Organization (DRDO), is being produced by agencies like Solar Industries, Larsen & Toubro, Tata and Ordnance Factory Board. This rocket launcher system can accurately attack its goals for a distance of more than 75 kilometres and its different versions are also present. Pinaca has already succeeded as exports in countries such as Armenia, and now many other countries are also showing interest in this system.

At the beginning of this year, during a high-level French visit to Chief of Defense Staff General Anil Chauhan, the Pinaca system with French authorities was also discussed.

India has stressed export markets to promote domestic defence production and has gained success in raising defence exports from 2014 to till now during the tenure of the Narendra Modi government. The French officer also pointed out that there is a high-level technical partnership between the two countries, including the joint construction of submarines such as Scorpene.

The French Brigadier General said that both countries have held a military exercise series called power and have also partnered in the National Day celebrations of each other. As a symbol of this partnership, France will invite a strong ensemble of the Indian Army to its country in the 25th edition of the next power war exercises.

The second largest importer of India’s defence equipment is France, which comes after the US. Many electronic devices are being exported to France, reflecting the growing cooperation and trust between the two countries.

This growing cooperation between India and France is important not only for the safety of both countries but also for sustainability and peace globally. The evaluation of the Pinaca system by France can prove to be another step towards the success of India’s ‘Make in India’ initiative.

This agreement aims to further strengthen the strategic defence cooperation between the two countries.

The chairman and managing director of BDL during the fifth IRIGC subgroup meeting held in MoU Goa, Commodore A. Indian Army: Indian Army Chief General Byendra Dwivedi visited the headquarters of Western Command at Chandimandir and reviewed the operational preparations of the Command. Meanwhile, Western Commander Lt. Gen. Manoj Kumar Katiyar, the Army Commander of the Command, gave him detailed information on various operational, training, logistics and administrative aspects, which are important for the capacity of the Command.

Swatantrata Sainik Samman Yojana: The Ministry of Home Affairs has announced significant changes in the policy guidelines of freedom fighter honour scheme (SSSY). The scheme is made with the aim of providing assistance to freedom fighters and their dependents. The latest modifications are a step towards simplifying the process for beneficiaries and addressing their problems. The scheme was last amended in 2014.

Main modification:

Rules for submission of Life Certificate: Now the beneficiaries have to submit their life certificate only once in November every year. Previously, the beneficiaries above 80 years had to submit this certificate twice a year, which is now simplified.Rules of Pension Suspension and Restoration: If a beneficiary does not submit his life certificate until November 30, the Bank has been instructed to prevent his pension. However, if the certificate is submitted within three years, the pension can be restored and the pending amount will also be given. After three years the pension will be considered permanently cancelled and the particular permission will be required from the Ministry to restore, but the pending amount of the former will not be paid.Pension Transfer for Dependants: After the death of freedom fighter or his spouse/daughter, the application for pension transfer will be required to be submitted within one year. If the application is submitted after one year, it will be sent for consideration by the Ministry.Date of commencement of dependent pension: Now the pension of dependents under the revised guidelines will be given from the date of death of freedom fighter, and not from the date of application.Removal of remarriage condition: Now the condition of continuing the pension is removed even in the event of remarriage of the husband receiving the pension.

These are the new provisions:

  • dependents applying for their benefit after the death of the freedom fighter ( spouse and unmarried/unemployed daughters) will be required to apply within three years of death.
  • New applications for freedom fighters will not be accepted.
  • This amendment has been implemented from October 10, 2024 and aims to streamline and transparent the pension delivery process under SSSY. The government believes that these changes will give respect to the legacy of freedom fighters and help their families in time and appropriate.
  • This new policies are not only helpful in maintaining the dignity of the respected freedom fighters, but also for the purpose of empowering their families.

India’s First ‘Super Sukhoi’ SU-30 Fighter Jet to Debut in 2028, Bringing Advanced Capabilities to the Indian Air Force

Super Sukhoi SU-30: The Indian Defence Ministry has taken an important step towards finalizing the scheme of the "Super Sukhoi" program with the aim of upgrading 84 Sukhoi-30MKI fighter jets of Indian Air Force (IAF). The project will be helpful in modernizing the capabilities of Indian Air Force. Recently the Defence Acquisition Council (DAC) approved the project worth about Rs 63,000 crore on November 30, 2023, which is now being sent to the Cabinet Committee (CCS) of Prime Minister’s leadership security matters for final approval.

The project will have a formal start when the CCS is approved, and the first upgraded Sukhoi aircraft is expected to be prepared in three to three years. The entire development process and flight testing will take about seven years of time, including upgrades such as advanced avionics, new radar systems, modern electronic warfare suites and powerful engines. First of all, two happy planes will be modified under the super-sweep configuration to test the new system.

84 Sukhoifighter Jets will take about 15 years of time to complete this large upgrade program. Under this scheme, the Sukhoi-30MKI aircraft of the Indian Air Force will reach close to the fifth-generation fighter planes, however there will not be the Stellth feature, which is usually considered the main feature of the Fighter Jet of the fifth-generation.


The main features of the super happy upgrade program

Advance Cockpit and Avionics

The new cockpit will have advanced avionics and multifunctional displays, which will improve the pilot’s synchronizational awareness and also reduce workload.

Advance Radar and Avionics

Virupaksha AESA radar will be used in super-sukhoi, which will manifold detection range, accuracy and electronic warfare capabilities. This radar will prove to be helpful in multi-target engagement.

Powerful Electronic War System

Under this upgrade, advanced electronic warfare facilities will be added to the aircraft, enabling the aircraft to function in state-of-the-art and challenging environments. It also has better jamming capabilities and different countermeasures.

Powerful Engine

The advanced version of the existing AL-31F engine will be used in Super Sukhoi, which will provide better thrust and fuel efficiency. This will increase the performance efficiency and operational range of aircraft.

Network-focused capabilities

After upgrade, Super Sukhoi will be equipped with a network-focused war system, making it real-time data sharing. This capacity will enable it to share data with other planes, ground stations and navy.

Advanced Weapon System

A variety of advanced weapons can be used in upgraded horses, including hypersonic missiles. This will lead to the fighter capacity manifold.


Promote Make in India

Super Sukhoi upgrade will further strengthen the Indian-Russian defence partnership, which will have a significant role in Hindustan Aeronautics Limited (HAL). This project is an important step to enhance India’s defence building capabilities and promote Make in India initiative.

In 2028 when this upgraded Sukhoi will first come up, it will provide a new height to India’s military power.
